John Chiligati

John Zefania Chiligati (born October 14, 1950 ) is a former captain of the Tanzanian armed forces ( Jeshi la Wananchi la Tanzania ) as well as a politician of the Chama Cha Mapinduzi (CCM), who among other things was Minister of the Interior in 2006 and Minister of Labor, Employment and between 2006 and 2008 Youth Development and most recently from 2008 to 2010 Minister for Land Use, Housing and Human Settlement Development.

Life

Chiligati visited 1958-1959 the Buigiri Primary School , from 1960 to 1961 the Musanga Primary School and from 1962 to 1965 the Chilonwa Middle School . He received his secondary education between 1966 and 1969 at Mazengo Secondary School and from 1970 to 1971 at Usagara Secondary School . Subsequently, he began in 1972 a undergraduate degree of management science at the University of Dar es Salaam (UDSM), which he in 1975 with a Bachelor of Public Administration ended (BPA). He then initially worked as an assistant secretary at the headquarters of what was then Tanganyika African National Union (TANU). At the same time, he joined the Tanzanian armed forces ( Jeshi la Wananchi la Tanzania ) in 1976 and completed an officer training at the Monduli Military Academy between 1976 and 1977 . After the union of the TANU with the Afro-Shirazi Party (ASP) in 1977 he became a member of the newly formed party of the revolution CCM ( Chama Cha Mapinduzi ).

In 1978 Chiligati completed a train driver course at the Monduli Military Academy and was then only active from 1978 to 1979 as a train driver and from 1978 to 1981 himself as a trainer for a cadet course at the Monduli Military Academy . In addition, he continued to be involved in the CCM and was executive secretary of a region between 1978 and 1979. After retiring from active military service, he was first assistant secretary at the CCM's party headquarters between 1982 and 1985 and then began postgraduate studies in public administration at the UDSM, which he completed in 1986 with a Master of Public Administration (MPA). He then returned to the CCM's party headquarters and was personal assistant to the party chairman and former president Julius Nyerere between 1986 and 1990 . During this time he also completed a company commander course at the Monduli Military Academy in 1988 and was later the private secretary of the CCM's vice chairman, Rashidi Kawawa , from 1990 to 1992 , before he was then district commissioner of the Iramba, Temeke and Geita districts between 1992 and 2000.

In 2000, Chiligati became a member of the National Assembly for the first time as a candidate for the CCM , where he represented the constituency of Manyoni East until 2010 and most recently the constituency of Manyoni Mashariki between 2010 and 2015 . Between 2000 and 2005 he held the post of Vice Minister of the Interior. On January 4, 2006, President Jakaya Kikwete appointed him to succeed Omar Mapuri as Minister of the Interior in Prime Minister Edward Lowassa's cabinet . When the new government was formed, Asha-Rose Migiro was appointed Foreign Minister, Juma Kapuya Minister of Defense and Zakia Meghji Minister of Finance. In a cabinet reshuffle, however, he was replaced as Minister of the Interior by Joseph Mungai on October 15, 2006 . As part of this cabinet reshuffle, he took over the post of Minister for Labor, Employment and Youth Development on October 17, 2006 and held this position until the end of Prime Minister Lowassa's term on February 8, 2008. Most recently he served as Minister for Land Use, Housing and Human Settlement Development in the Cabinet of Prime Minister Mizengo Pinda between February 13, 2008 and November 28, 2010 .
