The 1998/99 season was the seventh season of the Kazakh ice hockey professional league . Four clubs took part in the competition. HK Bulat Temirtau secured the title of Kazakh Master for the first time .
After a two-year break, Awtomobilist Karaganda , who had previously participated in the game operation as Stroitel Karaganda , returned to the championship operation. For the first time for the championship Amid Rudny and HK Schenis Astana reported . Torpedo Ust-Kamenogorsk waived participation in the championship round and could not expand the series of six championship titles in a row.

The four participants played in a single round, so that each team had three games. The two teams with the most points reached the final of the championship. The teams in places 3 and 4 played third place in another game.
For a win in the regular playing time of 60 minutes, a team received two points, the losing opponent received nothing. In the event of a tie, each team received one point.
Championship course
For the first time, the championship was divided into a preliminary and final round. In previous years, the championship had always been decided in a group stage.
Torpedo Ust-Kamenogorsk played in the course of the season exclusively in the one-time, second-rate league of the Russian Ice Hockey Association (FHR) and did not participate in the Kazakh championship. The second team Torpedos was represented in the third class Pervaya League , but for the first time did not play in the Kazakh championship. In addition, Torpedo Ust-Kamenogorsk took part in the IIHF Continental Cup in 1998 .
Preliminary round
After the three rounds, HK Bulat Temirtau secured first place with three wins from three games. Behind them, Awtomobilist Karaganda also qualified for the final. Amid Rudny and Schenis Astana qualified for the game for third place.

Final round
In the final round, Amid Rudny defeated HK Schenis Astana just 5: 4 and thus confirmed the victory from the preliminary round. In the championship game, HK Bulat Temirtau lived up to his role as favorite and defeated Awtomobilist Karaganda 10: 6.
