Konrad Adenauer - Hours of Decision tells important stages in his political and private life from 1933 to 1967. The film begins with Konrad Adenauer receiving the news on the morning of August 13, 1961 that a wall was being built in Berlin . The hours before he makes the decision not to go to Berlin on the same day, but to Regensburg for an election campaign event, form the framework in which Adenauer's career from 1933 to 1961 is told based on key scenes. After the resumption of the events of August 13th, the further developments until 1963/1967 are shown.

Over half of the film consists of game scenes that the author Werner Biermann reconstructed from interviews with children and grandchildren of Konrad Adenauer, other contemporary witnesses and written sources. Interviews with contemporary witnesses with Georg Adenauer, Libet Werhahn-Adenauer , Adenauer's secretary Hannelore Siegel and the interpreter Hermann Kusterer as well as the historians Henning Köhler , Frank Bösch and Peter Merseburger supplement the scenes from the game and archive material.
