The gmina wiejska Kowal is an independent rural municipality in Poland in the powiat Włocławski in the Kuyavian-Pomeranian Voivodeship . It has 3922 inhabitants (June 30, 2019) and has an area of 114.7 km², 22% of which is forest and 67% of agricultural area. The administrative seat of the rural community is the city of Kowal .
