The 1st European Athletics Cup A final took place in the Federal Republic of Germany . The men competed on September 11 and 12, 1965 in the Neckar Stadium in Stuttgart . A week later, the women competed on September 19, 1965 in the Auestadion in Kassel . A total of 31 disciplines (men 20, women 11) were held on both dates.

The teams had previously had to qualify through preliminary fights and semi-finals.

It was Bruno Zauli who had the idea to set up a competition for all European athletics federations, in both East and West.
