The 15th European Junior Athletics Championships for athletes under 20 years of age ( U20 for short ) took place from August 5th to 8th, 1999 in the Daugava Stadium in Riga ( Latvia ).

Germany not only took first place in the medal table, but also won the country ranking with 216 points, in which France (despite fewer medals) was in second place with 139 points, just ahead of Russia with 136 points.
