Billionaire Goddard Bolt is an unscrupulous businessman. For his construction projects such as marinas and shopping centers, he drives out natives or the sick and pensioners. When he is buying land in a slum for a new project in Los Angeles , his competitor Vance Crasswell beats him and buys half of the slum. Since nobody wants to sell the land to the other, they both make a bet: Goddard Bolt has to survive in the slum for 30 days and is not allowed to fall back on his financial resources or to identify himself as a billionaire. As a control, an ankle cuff is put on him, which sounds the alarm when leaving the slum. If the alarm lasts longer than 30 seconds, Goddard Bolt has lost the bet. Exposed in the slum, the billionaire gets to know firsthand the contrasts between rich and poor.
There he met a former dancer who had given up her career for her husband and ended up in the gutter after the marriage failed. This woman, called the Tin Can Queen , and he fall in love. He succeeds in winning his bet, but has since been declared insane by his lawyers together with his competitor. After some confusion, however, he succeeds in convincing his competitor to admit in front of the television camera that he has won the bet.
The purified Bolt is now building a large park, free apartments for the slum dwellers and a hospital for them and marries the former dancer.
Reviews
Cinema magazine described the film as a “social comedy with buxom slapstick” that was “thickened with romantic kit elements”. The "clichés of the kind-hearted bums" are "very sentimental and the madness of old Brooks films" is "withdrawn in favor of a subtle humor, but there are plenty of real laughs here too".
The lexicon of international films described the film as a "shallow comedy full of transfiguring social romanticism". The film shows “the urban world of the poor in a banal, often embarrassing way”. The director relies "on slapstick and sentimental pathos" rather than "on the bite and cheekiness of his earlier films".
The German Film and Media Assessment FBW in Wiesbaden awarded the film the rating “particularly valuable”.
