Luciano Storero

Luciano Storero (born September 26, 1926 in Pinasca , Italy , † October 1, 2000 ) was a Roman Catholic Archbishop and diplomat of the Holy See .

Life

On June 29, 1949, he received the sacrament of ordination .

Pope Paul VI appointed him on November 22nd, 2969 titular archbishop pro hac vice of Tigimma and apostolic delegate . The episcopal ordination received his Cardinal Secretary of State Jean-Marie Villot on 1 February of the following year; Co- consecrators were the secretary of the Congregation for the Evangelization of Peoples , Archbishop Sergio Pignedoli , and Auxiliary Bishop Santo Bartolomeo Quadri from Pinerolo .

On December 24, 1970, Storero was sent to the Dominican Republic as Apostolic Nuncio . On June 30, 1973, Pope Paul VI appointed him. to the Pro-Nuncio in Gabon and Cameroon , and to the Apostolic Delegate in Equatorial Guinea . With effect from July 14, 1976, he moved to India as Pro-Nuncio .

Pope John Paul II appointed Storero on February 2, 1981 Apostolic Nuncio in Venezuela and on June 28, 1990 Pro-Nuncio in Greece . He was apostolic nuncio in Ireland from November 15, 1995 until his death .

Storero's letter to the Irish bishops, January 31, 1997

Luciano Storero has been associated - since 2011 - in English-speaking countries primarily with his letter to the Irish bishops of January 31, 1997. In it he instructs the Irish bishops not to apply some of the rules of procedure in cases of suspected sexual abuse agreed by the Irish Bishops' Conference . In 1994 the Bishops 'Conference set up an Irish Catholic Bishops' Advisory Committee on Child Sexual Abuse by Priests and Religious , chaired by Laurence Forristal , Bishop of Ossory , to develop guidelines for cases of sexual abuse in the Church. In 1996 the Bishops' Conference approved the report of the commission ( Framework for a Church Response , abbreviated as Framework Document ) together with the recommended guidelines and had it published in the same year. According to the Framework Document , all duly justified suspicious cases must be reported to the responsible government agencies. In his letter of January 31, 1997, on the order of Cardinal Darío Castrillón Hoyos , Prefect of the Congregation for the Clergy , the Nuncio declared the obligation to notify as incompatible with canon law and the guidelines of the Framework Document as non-binding. Storero had declared his letter to be "strictly confidential".

It was not until ten years after his death that the letter became known through a documentary broadcast by Raidió Teilifís Éireann on January 17, 2011 . The publication of the Storero letter aroused or increased doubts about statements by senior representatives of the Curia that the Curia would not hinder the prosecution of cases of child abuse by priests.
