Lutz Stratmann
Lutz Stratmann (born June 1, 1960 in Oldenburg ) is a German politician ( CDU ), independent lawyer and management consultant. From 1994 to 2008 and from 2010 to 2013 he was a member of the Lower Saxony State Parliament and from 2003 to 2010 Lower Saxony's Minister for Science and Culture .
Professional background
After graduating from high school, Stratmann did his military service, he is a reserve officer. From 1982 to 1988 he studied law at the Westphalian Wilhelms University in Münster . He worked as a trainee lawyer in Oldenburg and Cape Town . From 1990 to 1994 he was head of the department for cabinet affairs in the State Chancellery of Saxony-Anhalt . After his return to Oldenburg in 1994, the year in which he also moved into the Lower Saxony state parliament, he worked there as a freelance lawyer until he was appointed minister in 2003. Since he ended his ministerial position in 2010, Stratmann has been working again as a lawyer and as an independent management consultant . Since September 2014 Stratmann has been the managing director of the demographic agency for the Lower Saxony economy GmbH in Hanover. The management consultancy, supported by the employers' associations Niedersachsenmetall and the DGB, among others, has the task of advising medium-sized businesses in particular with regard to binding and finding skilled workers.
Political career
During his studies and legal clerkship , Stratmann was an active member of the CDU and the Junge Union (JU), for example as state chairman of the Oldenburg JU. Since 1982 he has been a member of the board of the CDU regional association in Oldenburg. From 1990 to 2012 he was a member of the state board of the CDU in Lower Saxony . From 2000 to 2009 he was chairman of the CDU district association in Oldenburg.
In 1994 , 1998 and 2003 Stratmann was elected to the Lower Saxony state parliament. Until his appointment as minister, he was a member of the Committee on Science and Culture and the Committee on Legal Affairs. He was also the chairman of the subcommittee on "Prison and Criminal Assistance". From 1998 to 2003 he was the legal policy spokesman for the CDU parliamentary group. In addition to his work as a member of the state parliament, he was a member of the Oldenburg city council from 1996 to 2003. There he headed the economic and finance committee and the culture committee.
On March 4, 2003 Stratmann was appointed Minister for Science and Culture of Lower Saxony . In this position he campaigned for tuition fees and a strengthening of the independence of universities. On December 9, 2005, the state parliament decided to charge tuition fees from the first semester to the 2007 summer semester. Against this decision there were massive protests among the student bodies of the Lower Saxony universities.
Stratmann's tenure was marked by controversial plans. The Hanoverians in particular criticized the establishment of the Lower Saxony Technical University as the roof of the technical faculties of the universities of Hanover, Braunschweig and Clausthal-Zellerfeld. For his announcement to subordinate the Braunschweigisches Landesmuseum to the Institute for Archeology and Monument Preservation in Hanover, he received clear criticism in Braunschweig.
In the state elections in 2008 , Stratmann lost his direct mandate and the state list did not move. The main reason for the loss of the constituency is seen as the policy of the CDU's mayor Gerd Schwandner , who has been in office since 2006 . He broke his most important election promise to prevent the construction of an inner-city shopping center , and justified this with the existing contract between the client and the city. This led to the break of the black-green coalition in the city council. Parts of the population therefore called for Stratmann to be punished for this in the state elections.
On March 16, 2010, Stratmann replaced Hennig Brandes in the state parliament; on April 27, 2010 Stratmann was replaced by Johanna Wanka in the course of a cabinet reshuffle and left the government. In the state election in 2013 , he did not appear again.

- He was also a member of the German National Committee for Monument Protection , a member of the board of the Bremer Landesbank and a member of the Senate of the Lower Saxony Foundation
- Until 2006 he belonged to the supervisory board of the Diakonisches Werk der ev.-luth. Church in Oldenburg and the supervisory board of VfB Oldenburg . Since 2013 he has been chairman of the Vechta Official Education Foundation.
