Marko Pavliha (born December 15, 1962 in Ljubljana ) is a Slovenian lawyer, politician and professor at the University of Ljubljana .

Life

Education and professional career

Between 1981 and 1982 Pavliha did his military service in Pula . He then began studying law at the University of Ljubljana, which he graduated with a Bachelor of Laws in 1986 . He completed the subsequent master’s degree at the University of Split by 1989 . He then continued his academic training and attended the master’s program at McGill University , where he was awarded the title Master of Laws without writing a master’s thesis because of his outstanding performance and he was able to switch directly to the program for doctoral students on the recommendation of his supervisor. 1991 Pavliha was with a thesis on insurance law for a doctor of law doctorate. While studying in Canada , he worked for a law firm in Montreal . In 1993 he was admitted to the bar in Slovenia and worked for various insurance companies. In 1998 Pavliha finally received a call from his alma mater and became director of the maritime and transport law department at the University of Ljubljana. In addition to this role, he was visiting professor at the International Maritime Law Institute of the International Maritime Organization and at the Universities of Malta , Split, Queensland and Leuven .

Working in the field of international law

At the international law level, Pavliha first appeared in 2001 when the International Maritime Organization accepted him into its group of experts. In the same year he was appointed by UNESCO as an expert on maritime law in the Intergovernmental Oceanographic Commission . Also in 2001, Pavliha was elected Secretary General of the Comité Maritime International . In 2002 the government of his home country nominated him as a candidate for a judicial position at the International Tribunal for the Law of the Sea in Hamburg . However, he could not unite the necessary number of votes in any of the three ballots. Since 2003 he has also worked as an arbitrator at the International Center for Settlement of Investment Disputes . At the university level, Pavliha is a member of the Science Council of the International Maritime Law Institute.

Political career

Pavliha began his political commitment in 1993 as a member of a working group set up by the Slovenian Ministry of Finance to draw up a law to regulate the insurance industry. In the early years of Slovenia's independence, he was involved in drafting laws in the field of national maritime and aviation law as well as large parts of transport law. In 2004 he was elected deputy chairman of the Liberal Democracy Party of Slovenia and was appointed Minister of Transport by Prime Minister Anton Rop . In the 2004 parliamentary elections , Pavliha was able to win a seat in the state assembly , which he held until 2008 , despite considerable losses from his party . During this time he was one of the Vice-Presidents of Parliament.

Memberships and honors

Pavliha is a member of the Maritime Law Associations of Canada, Slovenia and Croatia . Since 1998 he has been a member of the Association of Slovenian Bar Associations. A total of seven times, he was voted one of the ten most influential legal scholars in Slovenia in a poll.

Pavliha is the editor of numerous Slovenian journals and also a corresponding member of the Institut du Droit International des Transports at the University of Rouen and the journals European Transport Law , International Journal of Insurance Law and International Insurance Law Review . Between 1993 and 2003 he was admitted to the courts of his home country as a translator for English and French. He is also fluent in Croatian and Serbian. Pavliha is married to Ester Debernardi-Pavliha, with whom he has a son and a daughter.
