The University of Rouen ( French : Université de Rouen ) is a state university in the northern French port city of Rouen in the Seine-Maritime department with around 24,300 students. It employs around 3,600 civil servants and employees, including 1,371 university professors.

The university dates back to a Collège de Médecine from 1605, and various faculties were attached to it between 1841 and 1968. In 1966 the college became a state university after a spin-off from Caen University . The IUT de Rouen was founded in the same year, making it one of the oldest in France. The faculties of psychology and law followed in 1968. In 1999 the significantly expanded medical-pharmaceutical campus in Martainville was inaugurated and in 2010 it was expanded again. CESAR Rouen is working towards increasing integration with other educational institutions based in Rouen.

Today it consists of the six faculties ( Unité de formation et de recherche , UFR)

The president ( rector ) of the university has been Professor Cafer Özkul since 2007.
