Matthias Rainer Zimmer (born May 3, 1961 in Marburg ) is a German political scientist , journalist and politician ( CDU ).

Training and professional positions

After graduating from high school in Traben-Trarbach (1980), Matthias Zimmer studied political science, modern history and international law in Trier , at Indiana University of Pennsylvania and at LMU Munich . After completing his MA in 1986, he did his basic military service. In 1991 he was at Christian Hacke at the University of the Federal Armed Forces, Hamburg Dr. rer. pole. PhD . In 2006 he completed his habilitation with Thomas Jäger at the University of Cologne . In 2013, at the suggestion of the Faculty of Economics and Social Sciences, he was named honorary professor by the rector of the University of Cologne.

1990-1993 room was a researcher at the Research Institute of the Konrad Adenauer Foundation , 1994 to 1998 he was DAAD - Visiting Professor at the University of Alberta , 1998-1999 lecturer at the Technical University of Darmstadt . From 1999 to 2009 he was an employee of the city of Frankfurt am Main.

Zimmer has been married since 1991 and has two children. He has been a member of the Christian student union Munich Wingolf since his student days .

Zimmer has been a member of the CDU since 1979 and of the CDA since 2003 . Zimmer has been the district chairman of the CDA Frankfurt am Main since 2005. He has been state chairman of the CDA Hessen and deputy federal chairman of the CDA since 2011. He won the direct mandate in constituency 182 (Frankfurt am Main I) in the 2009 Bundestag election , the 2013 Bundestag election and the 2017 Bundestag election .

Zimmer has been a member of the Labor and Social Affairs Committee since 2009; since 2018 he has been chairman of his parliamentary group in the committee. From 2013 to 2017 he was a member of the council of elders. From January 2017 to January 2018 he was chairman of the Committee on Human Rights and Humanitarian Aid .

Zimmer advocated the introduction of a minimum wage as early as 2006. In the Bundestag debate on a statutory minimum wage on December 16, 2010, Zimmer spoke out in favor of a statutory minimum wage with a collective opening clause . As the final speaker of a debate on the effects of a legally stipulated minimum wage on February 10, 2011, he brought a link between it and pension development as an indexed instrument to the discussion. On January 20, 2012, Zimmer in the Bundestag designated a draft law by the SPD to introduce the statutory minimum wage as a "minimum wage policy enabling law " because it gave the ministry the power to reject a minimum wage proposed by a minimum wage commission and to set its own. As the CDU / CSU rapporteur on the minimum wage, when the law was passed on July 3, 2014, he described the minimum wage as a further development of the social market economy from the system of the social market economy.

Since the summer of 2012, Zimmer and twelve other Union Members of the Bundestag have been campaigning publicly for tax equality for registered same-sex partnerships with marriage . In the vote on opening up marriage to same-sex couples on June 30, 2017, Zimmer voted “Yes”. Together with his parliamentary group colleagues Marcus Weinberg and Andreas Nick, Zimmer warned in October 2017 in a policy paper against a shift to the right by the CDU.

From the point of view of the publicist and television presenter Roger Willemsen , who observed the debates in the German Bundestag for a year and wrote a book about it, Zimmer gave the “best speech” in 2013 at the presentation of the final report of the study commission on growth, prosperity, quality of life : “ It was about the limits of growth.
