Murat Magometowitsch Sjasikow

Murat Magometowitsch Sjasikow ( Russian Мурат Магометович Зязиков ; born September 10, 1957 in Osh , Kyrgyz SSR , Soviet Union ) is a former high- ranking Russian intelligence officer ( KGB / FSB ). From April 28, 2002 to October 30, 2008 he was President of the Republic of Ingushetia, which is part of Russia .

Life

From 1980 to 1981 Syasikov worked for the organization of the CPSU in Nazran. Then he did his military service in the Soviet Army . In 1984 he completed his training at the KGB in Minsk and then worked for the KGB of the Checheno-Ingushetan ASSR . From 1992 to 1996 he was Deputy Minister of Security and the Head of the FSB in Ingushetia and Secretary of the Security Council of Ingushetia.

In 1996, Sjasikow moved from his home republic to Astrakhan Oblast , where he also worked as the deputy head of the domestic intelligence service. At the same time he was a member of the Council of the Russian Parliament for Problems in the North Caucasus . Since January 2002, Sjasikow has been the Deputy Governor (Russian Polpred ) of the Russian President in the Southern Federal District . On April 28, 2002, he was finally elected President of the Republic of Ingushetia in the second ballot. He replaced Ruslan Auschew , who had resigned under pressure from Moscow a few months earlier . Since June 2002, Sjasikow has also been a member of the State Council of the Russian Federation . In 2004 he was elected to this committee as a member of the executive committee.

Human rights organizations and members of the opposition criticize the fact that the human rights situation in Ingushetia deteriorated during the time in office. Around 150 people are said to have disappeared since he took office. As in the neighboring republic of Chechnya, there are many cases of kidnappings, as well as political murders and attacks by the state organs. The human rights organization Human Rights Watch speaks of a "dirty war tactic".

Murat Zyazikov announced his resignation on October 30, 2008. The Russian President Dmitry Medvedev has already signed his resignation letter. For weeks there had been speculations about a replacement of the president of the crisis region, which was shaken by constant unrest. Medvedev installed the acting Vice-Chief of Staff for the Volgaland and the Urals, Colonel Junus-bek Yevkurov , as a temporary successor .

The case of Magomed Yevloev

Critics blame Syasikov for the death of journalist Magomed Evlojew . The journalist was arrested after landing in the city of Nazran after a coincidental flight together with Sjasikov in a plane and was found shot in the head on a street a short time later. During the flight, there is alleged to have been an argument between Yevloev and Sjasikov. A demonstration calling for Sjasikov's resignation let him break up at gunpoint. On September 20, 2008, the creators of the Ingushetiya.Ru website, founded by Yevloev , published a chronology of events they had reconstructed, according to which Sjasikov allegedly called his cousin Ruslanbek Sjasikov to the airport and charged him with the murder of Yevloev.

Murat Sjasikov and his cousin were later also accused of wanting to murder Maksharip Auschew , the short-term successor to Yevloev as the owner of the site ingushetiya.ru . The attempted murder should have happened in the course of a house search at Auschew. However, Auschew received a warning from the president's environment and was able to get to safety in good time, according to media reports. After he had withdrawn to Turkey for a few weeks after an attempted kidnapping, Auschew was shot dead in his car near Nalschik on October 15, 2009 by strangers.

The court order to withdraw the domain ingushetiya.ru was implemented shortly after Yevloev's death. Since then, the site can be found at the address ingushetia.org .

Syasikov is a lieutenant general in the Russian secret service FSB . He is regarded as a confidante and follower of the Russian Prime Minister Vladimir Putin , who also comes from the ranks of the secret service.
