New Philadelphia is a city in Tuscarawas County , in the east-east of the state of Ohio , in the United States . It was founded in 1808. The small town is the county seat of Tuscarawas County. Northwest of the city is Kent State University , made famous by an incident in which on May 4, 1970, peacefully protesting students were shot by National Guardsmen after Governor James A. The small town of New Philadelphia is about 70 miles, or about an hour's drive, south of the city of Cleveland . It lies on the Tuscarawas River , which is part of the Mississippi River catchment area via the Muskingum River and the Ohio River . The Erie and Ohiokanal connects the region with the Great Lakes .
