The North German soccer championship 1928/29 was the 23rd soccer championship held by the North German Sports Association . The winner was the Hamburger SV in the final tournament against Holstein Kiel and Hannover 96 . This season was dominated by the football revolution brought about by some of Hamburg's top clubs . The increasing attractiveness of the soccer game had led to an increase in the number of clubs throughout Germany . The associations reacted to the increasing number of clubs by increasingly splitting up the top divisions, so that in northern Germany at the beginning of the 1927/28 season there were eleven formally first-class district leagues in six districts. For the large northern German clubs, especially from Hamburg and Altona as well as Holstein Kiel , this split was completely inadequate. The league games against weak local opponents were neither interesting for the audience, nor did they help to promote performance. In the 1920s, they were often inferior to the southern German clubs around the series champions 1. FC Nürnberg and SpVgg Fürth .
