Before the start of this season, the last six-track regional league was abandoned. The play operations of the top class were again in the hands of the districts, which were now called "circles" after a structural reform of the association. While the Alsterkreis and Elbekreis seasons continued to be played in the Greater Hamburg district , the clubs from Harburg and Wilhelmsburg competed again in the Northern Hanover district . The Strelitz-Vorpommern district was re-established and separated from Lübeck-Schwerin . The southern district and the Weser-Jade district now played in two seasons, with both relay winners qualifying for the northern German finals, as in Hamburg. Their mode was for the time being the same as it was up to 1920.
The league class Greater Hamburg this season was again divided into the groups Alsterkreis and Elbekreis , whose respective winners qualified for the North German finals. A game between the relay winners to determine the soccer championship of Greater Hamburg was not played because HSV waived. Since Union did not want to accept a "gift" title, it remained vacant.
In the relegation round, the last-placed clubs of both seasons met the winners of the three second-rate A-classes . The St. Pauli Sports Club secured promotion to the first class by placing first, and thanks to the second place the SpVgg Police Hamburg remained in the first division. The SC Sperber Hamburg , however, had to relegate to the A-class.
The Northern Hanover District League now also included the clubs that had "returned home" that had played in the Alster District and the Elbe District in the previous two seasons .
The district league Strelitz-Vorpommern was re-launched this season by the NFV, the clubs previously played in the eastern district. From this season only the winner, VfB Swinemünde , is known.
District League South District
The Kreisliga Südkreis was divided into two seasons for the first time this season. The two season winners qualified for the North German finals. There was not yet a final between the two season winners to determine the district champion.
In the relegation round, the last-placed clubs of both seasons met the winners of the three second-rate leagues. In the end, two second division teams occupied the top two places and were promoted to the so -called Bezirksliga Südkreis for the coming season .
The Weser-Jade district was also divided into two seasons this season. From then on, the clubs played in the Jade and Weser seasons , both season winners qualified for the North German finals, a final between the two season winners to determine the district champion was only introduced in the coming season.
In the relegation round, the last-placed clubs of both seasons met the winners of the four second-rate 1st district classes . The SV Hemelingen prevailed and remained in the district league, the FV 1900 Woltmershausen rose thanks to the second place in the league called the district league for the coming season. The TSV Wulsdorf , however, only reached fourth place, which meant relegation to the second division.
Final round of the North German soccer championship
The final round of the North German soccer championship took place this season exclusively in the knockout system . All winners of the ten top leagues were qualified.
