At a community forum, nurse Ann Perkins complains about an excavation near her house that her boyfriend Andy Dwyer fell into, breaking both legs. The deputy head of the Green Spaces Department, Leslie Knope, promises to build a park there. After asking urban planner Mark Brendanawicz for help, she and her colleague Tom Haverford and trainee April Ludgate go to the construction pit, into which she falls without seriously injuring herself. Leslie wants to set up a committee, but her boss, Ron Swanson , does not approve it until Mark has asked. | |||||||

A citizens' forum is planned to deal with the plan and implementation of the park project. In order to collect support for her project, Leslie goes to vote in the neighborhood of the construction pit, while Tom also invites local construction companies to the forum. However, since there are hardly any supporters and only opponents of the park speak at the citizens' forum, this becomes a fiasco. Only through a delay tactic can Leslie prevent a vote in which the angry park opponents would have rejected the project. | |||||||

To convince the public of her project, Leslie arranged an interview with local reporter Shauna Malwae-Tweep. However, it turns out that Andy was drunk in his accident, so the interview threatens to be a flop. When Shauna also spends another night with Mark, Leslie is so upset that she behaves strangely during the second part of the interview. She pretends to have food poisoning. Despite attempts to persuade Mark, Shauna publishes the interview. Meanwhile, Tom tries to ingratiate himself with Ron by deliberately losing to Scrabble . | |||||||

Leslie and Ann seek contact with the so-called men's club, in which several male members of town planning, including Mark, drink beer together in the courtyard of the town hall one evening a week. When the beer runs out, Leslie helps herself to a gift basket with wine and cheese that an entrepreneur gave the Green Spaces Office to thank. Aware of her guilt, she tries to talk to Ron the next morning in order to punish her wrongdoing. When the latter refuses to punish her, Leslie sends an email in which she apologizes to every employee in the administration for the incidents. In doing so, she links the website of the park, on which April, without Leslie's knowledge, published a video of herself consuming alcohol. A disciplinary proceeding against Leslie that was set up as a result ends lightly for her thanks to Ron's intervention and she only receives a note on the file. | |||||||

Leslie's mother is said to receive the Tellenson Award for her services to the city administration. This will be given to her at a ceremony in which the Green Space Office also takes part. Leslie tries to promote the redesign of the park to the chairman of the planning committee, Janine Restrepo, who is also present. When this was unsuccessful, Leslie tried, on the advice of her mother, to blackmail Restrepo, but doubts plagued her and so she did not go through with the blackmail. Ann, with whom Leslie falls apart, realizes in the end that she is mothering her boyfriend Andy too much. In the end, Leslie and Ann make up again. | |||||||

Andy gets his cast off. As Ann discovers, Andy has postponed this appointment two weeks at his own request, so that his girlfriend can serve him even longer. Andy's band is giving a rock concert to celebrate his return. On the evening of the concert, Leslie's mother, without Leslie's knowledge, arranged a date for her daughter with a 62-year-old man, in which she reluctantly takes part. She can convince him to go to the rock concert with her, during which he later falls asleep. Ann confronts Andy after the concert and ends up breaking up with him. Leslie and Mark get closer after the concert and get drunk together. You can end the evening at the excavation pit. |

In order to promote the Pawnee Zoo, Leslie married two penguins in a media-effective manner . What Leslie doesn't know is that both are males, which only turns out afterwards. This gay marriage divides the city into two camps: some admire Leslie for her social activism, the homosexuals of the city celebrate her as a heroine, while opponents, above all Marcia Langman of the conservative Society for Family Stability of Leslie, demand the annulment of the marriage . Leslie can be celebrated in the gay bar The Bulge , Leslie defends her position on the TV show Pawnee Today . Andy wants to return to Ann and presents himself as a mature man who has an office job, in truth he lives in a tent in the excavation in front of Ann's house. Leslie gives Ann permission to go out with Mark. At the end, Leslie takes the animals to another zoo. | |||||||

Leslie opens a community garden in the pit. When she and Tom discover hemp plants there, they try to find out who planted them by observing the pit at night. That same night, Ann and Mark happen to have their first date, and Leslie spies on them from the car she is hiding in with Tom. Ron suffers a hernia in the office , which remains undetected by his colleagues, only April comes to his aid after some back and forth and takes him to the hospital late at night. During their spying, Leslie and Tom catch Andy who is secretly nibbling on the vegetables in the pit. When Andy and Leslie want to get something to eat, Tom locks himself out of the car and tries to break in. Ann and Mark, returning from their date, misinterpret the situation and call the police. In the end, Leslie tries in vain to persuade law-abiding cop Dave to let Tom out of the cell he was locked in overnight. | |||||||

As every year, the most beautiful woman Pawnees is to be chosen in a competition. This year Leslie and Tom are on the jury for the Miss Pawnee election . While Leslie is committed to choosing Miss Pawnee by character, the rest of the jury including Tom are convinced of the candidate Trish, the most attractive of women. April also takes part in the competition, but only to collect the winner's prize. When it turned out during the course of the competition that the money was only paid out in the form of a voucher, she voluntarily withdrew from the election. Meanwhile, Ann and Mark have their second date that is disturbed by the presence of Andy. Leslie cannot prevail with her strong character favorite in the election; Trish wins the election. | |||||||
