Passabe is an East Timorese administrative office ( Portuguese Posto Administrativo ) in the Special Administrative Region of Oe-Cusse Ambeno . The seat of the administration is in Passabe .

Until 2014, the administrative offices were still referred to as sub-districts . Before the 2015 regional reform, Passabe had an area of ​​60.84 km². Now it is 60.18 km².

The Passabe administrative office forms the south of Oe-Cusse Ambeno. In the north are the administrative offices of Nitibe and Oesilo , in all other directions Passabe borders on Indonesia . There is a dispute between the two countries about the membership of the Área Cruz in southwest Passabe. The Passabe administrative office is divided into the two sucos abani and malelat . The Suco Haemnanu was affiliated to Abani before 2003. On the border between Abani and Malelat, the chain of Monte Puas runs from southwest to northeast . Its summit with 1121  m is in Abani. The highest point of Oe-Cusse Ambeno, the Bisae Súnan, lies at 1560  m on the southwest tip of Passabe . From here you can see West Timor's highest mountain on the Indonesian side , the Mutis ( 2427  m ). Where the Passover River flows into Indonesia, the country sinks to 505  m in the east , and on the western border on the Kusi River , which later becomes Noel Besi , even to 485  m .

Passabe has 7879 inhabitants (2015), of which 3863 are men and 4016 women. The population density is 130.9 inhabitants / km². The largest language group are the speakers of the national language Baikeno . The average age is 18.7 years (2010, 2004: 19.5 years).

Due to the claims of the villages on both sides of the border, there is a dispute over the membership of the so-called Área Cruz, northeast of the Bisae Súnan , between East Timor and Indonesia. The dispute has escalated again and again since the 1960s.

The Passabe massacre

Passabe was the scene of the worst massacre in Oe-Cusse Ambeno, during the riots following the 1999 independence referendum . Soldiers of the armed forces of Indonesia and 200 pro-Indonesian militiamen of the Sakunar ( Scorpio ) initially murdered 17 people between 7 and 9 September 1999 in what was then the sub-district of Oesilo in the villages of Tumin , Quiubiselo , Nonquican (all Suco Bobometo ) and Nibin ( Usitaqueno ) with machetes and firearms. Houses were burned down and the survivors were deported to West Timor , Indonesia . When they arrived in Inbate , 55 young men were separated, handcuffed and beaten by soldiers, police and militiamen. On the morning of September 10th, they were herded to Passabe on foot, and 47 shot and stabbed there. Eight men escaped.

From Singapore originating James Leong and Lynn Lee made a documentary film called Passabe who plays in the village. The film shows the lives of some of Passabe's residents five years after the violence. The life of a former member of the militia is also shown and how the community deals with what has happened. In January 2006, the film was banned from the Jakarta International Film Festival .

Independent East Timor

On August 1, 2012, there was a clash between Indonesians and East Timorese at the border. They pelted each other with stones until security forces from both countries parted the fighting. The following day, hundreds of residents of the Indonesian village of Haumeni Ana ( North Central Timor Governorate ) destroyed buildings at the East Timorese customs post . According to an Indonesian officer, it was built 20 meters into Indonesian territory due to a survey error.

politics

After the 2004/2005 elections , Adelino Cau was appointed administrator of what was then the Passabe sub- district by the East Timorese government. In 2014 Antão Ulan was administrator.

economy

95% of the households in Passabe grow cassava, 94% rice, 95% corn, 89% coconuts, 95% vegetables and 67% coffee.
