Paulo Artur dos Santos Castro de Campos Rangel (born February 18, 1968 in Vila Nova de Gaia ) is a Portuguese politician of the Partido Social Democrata , author and lawyer . Rangel has been a member of the European Parliament since the European elections in 2009 and defended his mandate in the 2014 and 2019 elections . In all three European elections, Rangel ran as the top candidate of the PSD.

Life

Youth and education

Paulo Rangel was born on February 18, 1968 in Vila Nova da Gaia and grew up between his birthplace, Porto and Gondomar . After completing school, Rangel studied law at the University of Porto and the University of Coimbra .

Professional career

After completing his studies, he was admitted to the Portuguese Bar Association in 1994 and focused in particular on administrative and environmental law . From 1999 to 2005 he was a member of the law firms Osório de Castro, Verde Pinho, Vieira Peres, Lobo Xavier & Associados and Cuatrecasas, Gonçalves Pereira & Associados.

As part of his academic career, he received a scholarship from the German Academic Exchange Service , which enabled him to do research abroad. He worked in the fields of constitutional law , administrative law and political science , at the European University Institute and at the universities of Bologna , Genoa and Freiburg . He published his research on the theory of federalism and the European constitution , the constitutional status of the judiciary and the systems of government in 2001 in the book "Repensar o Poder Judicial".

Paulo Ragels was politically active for the first time during the Portuguese local elections in 2001, when the conservative parties PSD and CDS-PP commissioned him to draw up the candidacy program for the city council of Porto under the leadership of Rui Rio . When Aguiar-Branco was appointed Minister of Justice in Santana Lopes ' cabinet , he made Rangel its deputy state secretary. After the fall of the Santana Lopes government, Rangel was included on the PSD's electoral list for the 2005 general election . He was elected to parliament in the constituency of Porto. With his entry into parliament he also joined the party of the Portuguese Social Democrats (PSD).

In 2009 the PSD chairwoman Manuela Ferreira decided to nominate Leite Rangel as a top candidate for the European elections in 2009 , and the party congress delegates followed her suggestion. In the election, the PSD under Paulo Rangel clearly won with 31.71 percent and thus 8 of the 22 Portuguese mandates. Rangel joined the group of the European People's Party together with his elected party colleagues , as the Portuguese PSD sees itself as “liberal-conservative” despite its name. For his group, Rangel was a member of the Committee on Constitutional Affairs and a deputy member of the Committee on Civil Liberties, Justice and Home Affairs (2009-2010) and the Legal Committee .

After Ferreire Leite's withdrawal, Rangel ran for chairmanship of the PSD, but was clearly defeated by Pedro Passos Coelho . In the 2014 European elections , Passos Coelho nominated Rangel again as the top candidate of the PSD, and thus the joint list combination of PSD and CDS-PP ( Aliança Democrática ). The list connection lost to the socialists (31.46% to 27.71%), but did not lose nearly as many votes as feared. In the 8th period (2014-2019) Rangel was elected deputy chairman of the EPP group . He was also a member of the Committee on Constitutional Affairs, of which he was Deputy Chairman from 2014 to 2017, and a deputy member of the Committee on Foreign Affairs . In 2015, the delegates of the European People's Party elected him one of the deputy chairmen of the European Party at the party congress in Madrid.

For the 2019 European elections , his party again nominated Rangel as the top candidate. The PSD lost a significant amount of votes (21.95 percent) and only had 6 of the 21 Portuguese MPs. Rangel was re-elected Vice-Chair of the EPP Group. He also became a member of the Committee on Civil Liberties, Justice and Home Affairs and the Committee on Constitutional Affairs. He is a deputy member of the Committee on Foreign Affairs.
