Mitterer represented the FPÖ in 1989 and from 1992 and 2005 in the Carinthian state parliament. In between he was a member of the National Council from November 5, 1990 to May 27, 1992, and from June 29, 2005 he represented the FPÖ in the Federal Council. After the BZÖ parliamentary club had shrunk sharply after the National Council election in 2006 , Mitterer also took on the role of area spokesman for ethnic groups and displaced persons until 2008. On December 16, 2009, the Carinthian BZÖ as well as the 17 members of the state parliament, three national councilors and the two federal councilors split off from the federal BZÖ and entered into a cooperation with the FPÖ as the FPK.

Within the party, Mitterer became a member of the state party executive in 1990. In 2007, after fifteen years, he resigned from the position of liberal district party chairman. Since 1995 he has also been a member of the Chamber of Commerce of Carinthia and the Federal Chamber of Commerce. In 2006, Mitterer succeeded Albert Gunzer as Vice President of the Carinthian Chamber of Commerce.
