Portneuf is a regional county municipality ( French municipalité régionale du comté, MRC ) in the Canadian province of Québec .
It is located in the administrative region Capitale-Nationale and consists of 21 subordinate administrative units (nine cities, seven municipalities, two districts and three unincorporated areas). The MRC was founded on January 1, 1982. The main town is Cap-Santé . The population is 49,443 and the area is 3866.6 km², which corresponds to a population density of 12.8 inhabitants per km².
