Regional county parish

As a regional county municipality , literally: regional municipality of the county of ... ( French municipalité régionale du comté de ..., MRC , English regional county municipality, RCM ) is a community association in the Canadian province of Québec that carries out various intermunicipal tasks for the subordinate municipalities. The MRC were created in 1979 and replaced the previous counties ( comtés ). After several mergers and territorial reallocations in 2005, Québec currently has 87 MRCs.

Twelve cities and agglomerations are not part of a regional municipality , but carry out their tasks independently (partly as a metropolitan region ). The same applies to all First Nations parishes in Indian reservations , six parishes in the south of the administrative region of Côte-Nord , all parishes in the Basse-Côte-Nord district and the Notre-Dame-des-Anges district , an enclave in the city of Québec .

The areas that are not part of a regional municipality are either treated as part of a regional municipality for statistical purposes or are summarized in a “territorial equivalent of an MRC” ( territoires équivalents à une MRC ). Thus, the entire area of ​​Québec is divided into regional parishes or equivalents.

Administration and tasks

The council of a regional county parish is composed of the mayors of the member parishes and a prefect. The prefect is usually elected by the council and from among its members by secret ballot. However, the general right to vote can also apply. The prefect's term of office is two years if elected by the council, otherwise four years.

An MRC fulfills the following tasks:

  • Control of land use by drawing up a land use plan and revising it every five years
  • Creation of a plan for waste management , fire protection and public safety ( police )
  • Enforcement of the zoning plan
  • Creation and enforcement of planning regulations in community-free areas
  • Monitoring of waters in their territory, especially in agricultural areas
  • Preparation of property assessments in the municipalities
  • Creation and financing of a local development center to promote the regional economy
