In the east, Côte-Nord is bordered by the province of Newfoundland and Labrador , in the south on the Gulf of Saint Lawrence , in the southwest on the Capitale-Nationale region , in the west on Saguenay-Lac-Saint-Jean , in the north on Nord-du- Quebec . Despite an arbitration ruling by the Justice Committee of the British Privy Council in 1927, part of the border with Labrador is controversial; the provincial government describes the demarcation as "not definitive".
