Administrative division of Québec
The administrative structure of Québec is tripartite: regional in administrative regions ( French régions administratives ), supra-communal in regional municipalities (French municipalités régionales de comté ) and communal in municipalities. There are also some intermediate levels.
Regional level
At the highest level, Québec is divided into 17 administrative regions (French régions administratives ). The administrative regions primarily serve to distribute regional development funds and to coordinate regional politics through regional councils (French conférences régionales des élus , CRE). Exceptions are the regions of Montérégie and North du Québec, each with three CRE. The 17 administrative regions are:

Regional municipalities
Municipalities régionales de comté
The administrative regions in turn are made up of regional county municipalities (French municipalités régionales de comté , MRC ), which take on certain supraregional administrative tasks. This includes waste management, the creation of the land use plan, the coordination of local public transport and the water supply.
Territoires equivalents
Some municipalities are not also part of a regional municipality. This applies to 47 communities of the First Nations in Indian reservations , six communities in the south of the administrative region of Côte-Nord and all communities of the administrative region of North du Québec . The Notre-Dame-des-Anges district is an enclave in the city of Québec . After all, there are 14 municipalities or agglomerations that carry out the tasks of the regional municipality themselves.
The areas that are not part of a regional municipality are either treated as part of a regional municipality for statistical purposes or are summarized in a “territorial equivalent of a regional municipality ” (French territoires équivalents à une MRC ). Thus, the entire area of Québec is divided into regional parishes or equivalents.
Metropolitan associations
In the metropolitan areas of Québec and Montreal, there is an additional level of the metropolitan association (French communauté métropolitaine , CM ). The metropolitan associations are responsible for building planning, regional and international economic development in their area, for local public transport in the conurbation and for cultural policy.
Municipal level
Agglomerations
As a result of the cancellation of incorporations in 2006, there are eleven agglomerations that exercise some urban competencies for several cities. The following table shows the existing agglomerations and the municipalities that make them up. If an agglomeration has a red background, this means that it also fulfills the function of an MRC.

The municipalities form the lowest level of local self-government. The forms of commune in Québec are the city (ville) , the commune (municipalité) , the village (village) , the Sprengel (paroisse) , the cantonal commune ( canton) and the Nordic, Cree and Naskapi villages (villages nordiques, cri et naskapi) .
