The 2019 provincial elections in the Netherlands took place on March 20, 2019. The parliaments of the twelve provinces of the Netherlands were elected.

On the same day the administrations of the Waterschappen were elected, in the Caribbean Netherlands the island councils the electoral colleges for the First Chamber .

On May 27, the members of the newly elected provincial parliaments elect the members of the First Chamber .

Strongest parties by province (2015)

In the last provincial elections in 2015 , the conservative-liberal VVD won the highest number of votes. In the provinces of Fryslân , Limburg , Overijssel and Zeeland , the Christian Democratic CDA emerged as the election winner. In the other provinces, Groningen and Utrecht , the socialist SP and the left-liberal D66 respectively won . The nationwide voter turnout was 47.76 percent.

Suffrage

All Dutch citizens who have reached the age of 18 and live in the province where the election takes place are entitled to vote.

In the provinces, 39 to 55 members were to be elected, depending on the number of inhabitants. The electoral system largely corresponds to that for the election to the Second Chamber . The seats will be distributed according to the D'Hondt procedure without a threshold clause .

Election of the First Chamber

The members of the provincial parliaments elect the members of the new First Chamber on May 27, 2019 by secret ballot by proportional representation. Since the population of the provinces is very different in relation to the number of representatives in the provincial parliaments, the votes are weighted with voting values. The province's voting value is calculated by dividing its population by 100 times the number of members of the provincial parliament. Otherwise, the electoral system is almost identical to that used for the election to the Second Chamber .

For the first time, the Caribbean Netherlands also have an influence on the distribution of seats, which is, however, very small due to the small number of inhabitants (around 25,000, the whole of the Netherlands over 17 million). Electors were elected on each of the three islands ( 9 on Bonaire , 5 each on Sint Eustatius and Saba ) who, like the members of the provincial parliaments, take part in the election of the First Chamber. The provisions for voting values ​​apply accordingly.
