Radio FRO ( F ree R adio O berösterreich ) is a Free Radio in Linz , Austria . It has been broadcasting on the 105.0 MHz frequency in the greater Linz area since 1998 and is the largest non-commercial, free radio station in Upper Austria. The broadcast studio and office are located in Kirchengasse in Linz-Urfahr . Since October 2018, Radio FRO has also been broadcasting on the frequency 102.4 MHz west of Linz in the Eferdinger Basin .

history

Predecessor projects

Even before it started broadcasting in 1998, there were a number of important precursor projects. Here are the most important milestones:

  • On November 24, 1987 "Radio ÖGB - Austria Geht's Blendend" announces itself with a "Irrelevant and low-key broadcast". Analyzes are sent about the background of the nationalization policy, as well as the situation and views of those affected.
  • In 1991 pirate radios began broadcasting in Linz and Schwertberg, and the KAPU organized a cassette radio. In October the KAPU organizes a “radio laboratory” in cooperation with the Open House of Culture. The history of radio in Austria and non-commercial radio stations from abroad are presented. For a whole week, initiatives produce around an hour of programming for ORF every day. The result is the program “Offenes Radio” from the ORF regional studio in Upper Austria, a program window with open access.
  • In 1992, in addition to Radio FRO, the following radio initiatives create and broadcast a quarter of an hour program a week on "Open Radio": "Radio Wurstinsel" from Wels, "Radio Schtarkschtrom" from Steyr and from Gmunden "Radio Understone". In June, the “Radiolabor” broadcasts as part of Ars Electronica and broadcasts one hour a day for a week on the frequency of Ö3 in Upper Austria.
  • In 1993 the radio initiatives temporarily stopped broadcasting. The reasons for this are reprisals and the activities that run underground for legal reasons, which make it impossible to build up a fixed and permanent audience. In March, the so-called radio weekend takes place in the form of a stand market, at which domestic and foreign radio initiatives present themselves. The possibilities for introducing non-commercial broadcasting in Austria will also be discussed in a panel discussion. In July, the RRG, which should enable private radio in Austria in the future, is passed. The first conceptual work for a license application then begins. The Diocese of Linz is starting its radio course program.
  • On April 8, 1994, Radio FRO applied for a regional radio license - supported by 60 social, cultural, youth and other initiatives. At the same time, concept and alliance work for a local radio license application is underway in Linz. In the spring, the ORF expands the program window to include Upper Austria Regional and the VHS Linz starts its radio course program. In August, Radio FRO is re-established as the association “Free Radio Upper Austria - Association for the Promotion of Free Non-Commercial Radio Projects”.
  • In January 1995, as expected, the regional radio licenses were awarded to the publishing companies. On March 15, Radio FRO lodged a complaint with the Constitutional Court (VfGH) against the licensing. Radio FRO encourages the Constitutional Court to examine the constitutional conformity of the RRG and the frequency usage plan. At Ars Electronica from June 19 to 23, FRO will take part in the “horizontal radio”, which broadcasts live and over the Internet 24 hours a day. In the summer, Radio FRO starts training members and interested parties in the journalistic and technical fields. On September 27, the VfGH repealed § 2 of the RRG, and with it the frequency usage plan, which is regulated by this paragraph. On October 19, as part of the presentation of the book “Radiokultur von Morgen” *, a panel discussion on the subject of non-commercial radios in Austria will take place in the Phönix Theater. At this discussion, moderated by Hermes Phettberg, politicians from the SPÖ, ÖVP, GRÜNEN and LIF declared their support for free, non-commercial radio stations. Fritz Hochmair (SPÖ) announces a corresponding resolution in the Upper Austrian state parliament. (Ed .: Johanna Dorer, Alexander Baratsits, Verlag Buchkultur). The Association of Independent Radios Austria (VFRÖ) is founded in autumn. On December 17th, the new National Council elections postpone the amendment of the RRG indefinitely.
  • In the spring of 1996 there are preliminary talks with the media spokespersons of the political parties and with Federal Minister Rudolf Scholten in his function as Transport Minister. On March 5th, the Association of Free Radios Austria (VFRÖ), headed by Radio FRO, launched a protest call to emphasize the negotiations with the responsible institutions. Protest letters against the obvious undermining of free radios are faxed to state governments, the clubs of the political parties, the Ministry of Transport and the Federal Chancellery. This campaign is supported by the IG Kultur Austria, the IG Authors, the Austrian social platform, the Austrian student union and the Austrian journalists' union. More than 100 initiatives and groups from the cultural, social, trade union, political and student sectors support this call. Protest writings even come from abroad (Croatia, Germany, Switzerland, England). On May 6th there will be the so-called radio summit in Vienna with BM Rudolf Scholten, Abg. Josef Cap (SPÖ), representatives of the VFRÖ, FERL (European Organization of Free Radios), AMARC (World Organization of Free Radios) and the journalists' union. The politicians assure that in the new Regional Radio Law (RRG) free radios will be specifically named and that there will be enough frequencies. On July 4th, a FRO charity festival will be held in the Stadtwerkstatt, at which six bands spontaneously agree to play for free. Live in-house radio is hosted, which - due to the location - can also be heard on Linz's main square. Invited and present are not only people who are interested in free radio, but also celebrities from politics, art and culture. September to December are all about concrete radio making. The radio workshop begins to work, produces programs for the Open Window in Radio Upper Austria and regularly produces house radio from September to December from the attic of the Stadtwerkstatt into the Café Strom. In September Radio FRO prepared a statement on the draft of the amendment to the RRG and conducted negotiations for improvements for free radios. The first Radio FRO website will be created in autumn - for the @ servus.at project. On December 31, 1996 the time has come: PRE-RUN starts. For the first time, Radio FRO has broadcast space 24 hours a day in the cable network of KabelTV Urfahr.
  • On January 12, 1997, the starting shot for the Real Audio project was given: Radio FRO is the second radio in Austria to broadcast on the Internet 24 hours a day. On June 7th, Freier Rundfunk Oberösterreich GmbH was founded as the supporting organization for Radio FRO. On June 11, 1997 the application was made for a local and regional broadcasting license to organize radio for Linz and Upper Austria and on July 25, 1997 a radio broadcast for the “documenta X” in Kassel: “Der Untergang des Christian Abendlandes” or “Die Shipping of the future ”. In December 1997, Radio FRO was officially awarded the frequency "Linz 2" at 105.0 MHz with a transmitter power of 100 watts. Many campaigners and fellow campaigners for a free radio in Linz spontaneously celebrate until the early hours of the morning. Only the morning after, do many people realize how much work under time pressure that means before they can actually broadcast.

Development of the project

Since the official start on October 17, 1998, Radio FRO has been taking care of almost 70 program items a week with continuous transmission power. The program items are designed by individuals and groups of people - so over 300 radio producers use the station in the FRO editorial office or in open access. Radio FRO looks after its program makers with technical assistance, program maker meetings, content reflection and criticism of the programs.

After almost two years of broadcasting from December 31, 1996 to September 1998 in the Urfahr cable network and on the Internet, Radio FRO started its wireless, terrestrial broadcasting on the 105.0 MHz frequency in Linz. In 2008, a media library was set up for the 10th anniversary of Radio FRO 105.0.

Radio FRO 105.0 is operated by Freier Rundfunk Oberösterreich GmbH, founded in 1998 and based in Linz. The partners of the GmbH are organizations from the arts and culture as well as individuals. The largest shareholder is the Freier Rundfunk Oberösterreich Association , which is also responsible for running ongoing training measures. The company is maintained by eight full-time employees. This core team is continuously supported by a group of volunteers, EU interns and EU volunteers.

program

The program is non-commercial and independent of quota. It is characterized by its open access, which is used by around 400 people to design currently 150 programs. Radio FRO 105.0 broadcasts in 17 different languages. In the program guidelines it is anchored that "racist, sexist, fascist and human dignity offensive content, as well as persons and groups who represent such content programmatically, are expressly excluded".

About FROzine: Radio FRO 105.0's information magazine provides information on current political, social, cultural and socio-political issues every working day. Event tips (cultural, social and socio-political events in Linz and the surrounding area) and program preview (for programs on radio FRO105.0) are integral parts of the program.

FROzine history: Since 1998, FROzine has relied on a critical examination of socio-political content and issues. The information magazine is a central point of contact for the provision and collection of information on Radio FRO 105.0. The focus of the reporting lies in the areas of local and international politics, culture, social affairs and social politics.

Organization: FROzine continuously guarantees high-quality reporting: A coordinator is responsible for organizing the editorial department, a team of daily responsible persons handles the individual programs. Editorial staff are graduates of the free radio teaching editors and various radio workshops from 2002 to 2010, program makers of Radio FRO105.0 and individuals who have the opportunity in the FROzine to deal with journalism and radio technology and thus acquire valuable knowledge. The organizational development and content focus of the magazine is still a focus of work at Radio FRO105.0.

Program content: Particular attention is paid to Linz politics and the socio-political disputes in the reporting. Contributions to cultural events in Linz and the surrounding area, date announcements and reports are an integral part of the program concept. In addition, globalization-critical issues are followed up and presented. Media policy with a focus on free media, media diversity and freedom of expression as well as migration policy are central topics of the FROzine. Since 2009, FROzine has also been happy to provide previews of the radio program on Radio FRO105.0 and the contents of the broadcast. In September 2010 a new category was introduced: The “Radio FRO broadcast feature”. A program that runs on Radio FRO is presented every Monday in the FROzine. Usually the respective broadcasters are live guests in the studio. By the end of the year, 15 different programs had already been presented. In 2010, a cooperation was entered into with the Radiabled radio editors (from people with and without disabilities) and the respective Monday broadcasts were handled with a Radiabled editor as co-moderator

Cross-media publishing: Information on the programs can be found on the broadcaster's website: all radio programs designed by the editorial team with information texts, sources and links to download or listen to and listen to are available at any time, sorted by topic . The audio contributions are stored in the audio archive of the Association of Free Radios, the Cultural Broadcasting Archive (CBA). On the FROzine website, the links lead directly from the text contributions to the corresponding audio files in the database.

Public presence: The regular reporting by FROzine gives Radio FRO105.0 the opportunity to be more publicly present: The editorial team follows political, cultural and social developments and puts them up for discussion. Critical editors with in-depth training develop informative, high-quality articles on the central topics of Radio FRO105.0. This makes radio FRO105.0 z. B. also an important partner for cultural organizers. In 2010, Radio FRO105.0 was a cooperation partner of the 7th Crossing Europe Film Festival, the EU project “connecting systems”, ARS Electronica, the Radiabled radio editorial team and the citizens' initiative against the Linz City Guard.

Culture and education channel

The culture and education channel is the editorially supervised program of the cultural and educational institutions on Radio FRO 105.0 MHz. The culture and education channel is broadcast from Monday to Friday from 5:00 p.m. to 6:00 p.m. and repeated on the next working day from 7:30 a.m. to 8:30 a.m.

As part of its activities, Radio FRO 105.0 MHz also organizes projects in the fields of social affairs, art and culture and, with these contributions to the discussion, contributes to the discourse on the non-commercial broadcasting scene in Austria and Europe.

  • Crossing Europe Film Festival : A one-hour special broadcast will be produced every day during the festival.

Workshops

The training offer at Radio FRO consists of various training and further education events and workshops. The existing offer is divided into the following areas:

Radio FRO 105.0 Interview workshop in front of the Stadtwerkstatt
Basic workshop
A 24-hour workshop for aspiring program makers and anyone interested in the basics of radio making. The basic workshop consists of an eight-hour basic course and four four-hour advanced modules.
IndiWorkshop
This workshop will be individually adapted to the respective group in terms of date selection and content. Whether journalistic, technical or experimental, theory- or practice-oriented - all options that the medium radio offers are open to the participants.

From the school class that moves their project work to the radio studio, to sound experiments with friends, to clubs that want to bring their topics or work on the air. There is also space here for editorial groups that already exist at the station to develop further. If desired, Radio FRO enables a final joint live broadcast.

Special workshop
These workshops deal with various aspects in and around the medium of radio and take place several times a year. Topics are, for example, media law, audio editing, built posts, etc.
Cooperation with the Art University Linz
After a pilot project in the 2010 summer semester, a separate course on the subject of radio was launched at the Linz Art University as part of the “Media Design Teaching” course.
Cooperation BMUKK
As part of a school radio project, Radio FRO also conducts workshops with school classes in order to raise awareness among children and young people with regard to imparting media skills and to create space for their first contact as a producer with the medium of radio.

Teaching desk

The freelance teaching editorial team at Radio FRO is a recognized internship and subject-related, journalistic radio training and, in addition to imparting content-related, technical and practical knowledge, offers the opportunity to subsequently work in the open editorial team of the information magazine FROzine and in the editorial team of the culture and education channel of Radio FRO. Some graduates of previous classes in the teaching editorial team are now also full-time in public and private commercial media. Experienced national and international experts provide the participants with in-depth, media-specific training on radio. In addition to theory, technology and practice in the radio sector, the focus in the individual modules also lies in the fields of cross-media publishing (blogging, Web 2.0, ...) and community TV. At the same time, the participants are made familiar with working methods and central topics in free and alternative media.

Range and reception

Radio FRO broadcasts terrestrially on VHF 105.0 MHz in the central area of ​​Linz as well as on the Liwest cable network on 95.6 MHz and can be received worldwide via live stream . The broadcasting location has been on the Pöstlingberg in Linz since the start (October 1998). The technical range is around 270,000 people.
