The RegioPort OWL (formerly RegioPort Weser ) is a port opened in 2019 on the Mittelland Canal near Minden , which is used for container handling . It complements the port of Minden , which is increasingly reaching its capacity limits . The trimodal connection by inland waterway vessels , railways and trucks enables the diverse use of the transport capacity. The Ostwestfalen-Lippe (OWL) region and the Ruhr area in particular should benefit from this port and increasingly relieve the seaports. The planning for the port was carried out by the planning association RegioPort Weser, to which the North Rhine-Westphalian city ​​of Minden, the Lower Saxony city ​​of Bückeburg and the districts of Minden-Lübbecke and Schaumburg belonged. The site for the port is east of the Nienburg-Minden railway line on the Mittelland Canal. The planned area, on which the container and general cargo port is to be built, is around 14 hectares north of the canal and 17 hectares in the expanded Berenbusch port . In the affected districts of Cammer and Berenbusch, there is a citizens' initiative that is against the planning and operation of the port.

history

The increasing container traffic is pushing the old industrial port at the Minden waterway junction to its capacity limits. Increases in throughput of up to 80% require new space that the existing port cannot offer. In addition, the locks that provide access to the industrial port are only designed for the old European class of inland vessels and cannot lock the new large motor cargo ships . Therefore, from the beginning of 2000, a new port was planned in the far east of the city of Minden on the border with Lower Saxony. The aim is to adjust the capacity of the hinterland port for the connection to the seaports of Bremen , Nordenham , Hamburg and Wilhelmshaven . The container system in the industrial port in Minden has so far only been designed for ships up to a length of 85 meters.

The system is initially only planned and funded in a bimodal manner. The connections to the railway are only to be implemented later and are planned in the second expansion stage.

Planning data

A trimodality (ship, road, rail) is planned for the Weser RegioPort at canal kilometer 106 , which is to be established in several steps by 2022. The planners are initially assuming a total area at the port of 14 hectares instead of the previously planned area of ​​25 hectares.

The expansion of the Mittelweser for large motor ships has not yet taken place and appears to be questionable.

Resistance and litigation

In the neighboring community of Cammer (district of Bückeburg) a " Citizens' Initiative Container Port (Bicon)" was founded against the project. Above all, she complains about the additional burdens caused by trucks, the number of which is given by the citizens' initiative at around 400 per day. Furthermore, she criticizes the presented master plan for the wrong location.

The Higher Administrative Court (OVG) Münster declared the development plan "RegioPort Weser I" ineffective for formal reasons in a judgment of June 26, 2017. The planning association RegioPort Weser, to which the cities of Minden and Bückeburg as well as the districts of Minden-Lübbecke and Schaumburg belong, is not legally justified because the districts belonging to it have no planning competence in this matter. The approved appeal at the Federal Administrative Court was rejected on May 17, 2018 by the Federal Administrative Court of Leipzig . In addition to a private person, the city of Porta Westfalica had complained that the development plan was drawn up by the planning association, whose founding statute was objected to. However, the statutes must ensure that ultimate responsibility for land-use planning remains with the cities. The ruling had no impact on the construction work approved by the city of Minden.

The city of Minden prepared a new development plan in autumn 2018, the adjacent areas in Lower Saxony are covered by a development plan of the city of Bückeburg.

Construction stages

In June 2010 a master plan for RegioPort was published, which presented a comprehensive regional planning, but had no legal effects on the construction. The first construction phase concerns the construction of the quay and the transshipment area on the Mittelland Canal as well as the construction of a crane system; To compensate, numerous retention and renaturation measures are to be implemented.

At its meeting on February 28, 2013, the City Council of Minden approved the fundamental decision for the construction of the RegioPort in a roll-call vote. The original schedule with a start of construction in 2013 could not be met.

On July 25, 2015, at an association meeting of the RegioPort Weser planning association, the development plan “RegioPort Weser 1” was adopted with 14 votes to 2 and one abstention. The total area of ​​the port was reduced to 14 hectares, the ecological interventions are compensated for by a renaturation in the area of ​​the floodplain and the noise and light nuisance are reduced. The containers may not be stacked more than 15 meters high in all areas; in the northern part this is limited to 10 meters. Monitoring also takes place.

On July 3, 2017, the construction phase officially began without the usual “first groundbreaking”.

The gantry crane was erected in January 2019 . Trial operation began in April . The opening of the RegioPort took place in early July 2019. The total costs amount to 23 million euros, of which the federal government bears 16.6 million euros. At the inauguration ceremony, the port was renamed from Regio Port Weser to Region Port OWL to make it easier to locate.
