Reinhard Busse
Reinhard Busse (born March 26, 1963 in Hameln / Weser ) is a German scientist and university professor for management in health care at the Faculty of Economics and Management at the Technical University of Berlin . He is also the scientific director and founding member of the Health Economics Center Berlin (HECOR), faculty member of the Charité and co-director of the European Observatory on Health Systems and Policies.
Life
education
After graduating from high school in Bad Nenndorf , Busse completed his community service as a paramedic and began studying human medicine in 1984 at Philipps University in Marburg , Harvard Medical School in Boston and the United Medical & Dental Schools of Guy's and St Thomas' Hospital ( University of London ), which he successfully completed in 1990. In addition to his doctorate as Dr. med. in 1992 he began studying population medicine and public health , which he completed in 1993 with a Magister sanitatis publicae (MSP). He received his license to practice medicine in 1994. In 1999 he completed his habilitation in epidemiology, social medicine and health system research at the Hannover Medical School .
Career history
After studying human medicine, Busse worked as a research assistant under the direction of Dieter Scheffner in the planning group for the reform of medicine at the Rudolf Virchow University Hospital , Free University of Berlin . This was followed by scientific and medical work in the rheumatology department at the Center for Internal Medicine and Dermatology at the Hannover Medical School . This was followed from 1994 to 1999 as a scientific employee / doctor in the epidemiology, social medicine and health system research department under the direction of Friedrich Wilhelm Schwartz at the Center for Public Health Care at the Hannover Medical School, where Busse was most recently also head of the health system research department . Between 1996 and 1997 he was also a visiting fellow in the health department of the London School of Economics and Political Science . From 1999 to 2002 he headed the Madrid center of the European Observatory on Health Care Systems and was also a visiting professor at the Escuela Nacional de Sanidad in Madrid . Since 2002 Busse has been university professor for management in health care at the Technical University of Berlin. Busse currently heads 28 scientific and 4 administrative employees at the Technical University of Berlin, with whom he works on national and international projects.

- 2003: Elected Fellow of the Faculty of Public Health of the Royal Colleges of Physicians of the United Kingdom
- 2006 to 2009: Dean of Faculty VII "Economics and Management", Technical University Berlin
- 2007–2008: Member of the Scientific Advisory Board for the further development of the risk structure compensation (until the collective resignation of the Advisory Board in 2008)
- Since 2011: Editor-in-Chief of the international peer-reviewed journal Health Policy
- Since 2012: Head of the BMBF- funded Health Economic Center Berlin (BerlinHECOR)
- 2015–2018: Speaker of the board of directors of the newly established inter- university Berlin School of Public Health (BSPH) bsph.charite.de . Busse is significantly involved in the development and design of the consecutive Master's degree in Public Health at the Berlin School of Public Health.
- 2016–2017: Chairman of the German Society for Health Economics
- End of the 2010s : Core project team "Reorganization of the hospital landscape: less is more", which recommends the closure of hospital locations.
- Busse supports the School of Public Health at the Kwame Nkrumah University of Science and Technology in Kumasi / Ghana in setting up a new Master's degree in Health Systems' Research and Management.
- Participation in committees for the National Academy of Sciences ( Leopoldina ), the Science and the German Medical Association (u. A. Drug Commission of the German Medical Association )

Research priorities
Busses research is interdisciplinary between medicine , economics , politics and public health .
Health Technology Assessment : The focus is on method development (today's methodology in Europe has been shaped in particular by Busses publication from 2002) and the political-systemic design, especially in the European context.
Health system research : Busse is significantly involved in the development of international health system research. The focus is on the systematic and comparative description and evaluation ( performance assessment ) of, in particular, European health systems as well as research on the design of social security systems, benefit catalogs and the tension between market and regulation. The coverage cube designed by Busseis used worldwide to describe Universal Health Coverage (see fine targets of the third goal for sustainable development ).
Health economics : The research area mainly relates to the health system level as well as health technologies such as pharmaceuticals and medical devices .
Health Services Research : focus is on the design and effect of compensation mechanisms (especially DRG ( DRG ) systems), models of integrated care , and since the late 90s, the role of nurses , among others related to patient outcomes.
Busse combines these research strands in order to arrive at clear recommendations for politics, for example with regard to a significant reduction in hospital locations and beds while retaining the current clinical staff, which would noticeably improve the quality of care.
