Richard Motsch

Richard Motsch (born April 25, 1937 in Lübeck ) is a retired German ministerial official and emeritus legal scholar .

life and work

After graduating from Kepler-Gymnasium in Freiburg im Breisgau , he studied law in Freiburg , Göttingen and at the Free University of Berlin from 1956 to 1960 and at the College of Europe in Bruges until 1962 . In 1957 he became a member of the Göttingen Wingolf in Göttingen . After a brief activity at the European Commission, he completed his doctorate in Freiburg in 1964 with the thesis on "The Concordat marriage in Italy."

From 1969 to 1971 he worked in the Federal Ministry of Economics , then in the Federal Ministry for Internal German Relations until its dissolution in 1991. In the course of reunification, he took part in the expert talks with the GDR in 1989/1990 to settle open property issues. Then he was head of division in the Federal Ministry of Finance until 2000, where he was responsible for this topic. In this role he was involved in the various legislative projects of the 1990s and the enactment of administrative regulations. He published a number of essays and commentaries, many of which were also cited by the highest federal courts in their decisions, and gave lectures on the outstanding property issues.

After his habilitation at the University of Giessen in 1982, he was awarded the Venia legendi for civil law , civil procedural law and comparative law . In 1987 he became associate professor there, and in 2003 he retired.

Even after his retirement he was entrusted with honorable tasks: in 2004/2005 as a representative of the federal government in the proceedings “Compensation for occupation expropriations” before the European Court of Human Rights in Strasbourg . In 2006 he submitted an expert report to the German Society for Technical Cooperation on the privatization and restitution of land in Serbia .

Private

In 1968 he married Monika Esch, a lecturer in Sinology at the University of Bonn . Since 2001 he has been a member of the Legal Commission of Old Catholics in Germany , from 2002 to 2010 as its chairman. In 2006 he became chairman of an association in Bonn which is a member of the Diaconal Work of the Evangelical Church in the Rhineland and which seeks to realize "the idea of ​​integrative cooperation".
