The Route 23 or R 23 is a highway in the Sultanate of Oman . The trunk road leads from Bidbid via the provincial capital Ibra through the northern desert Rimal Al Wahiba to the city of Sur on the Gulf of Oman . As of 2017, the road will be expanded as a four-lane motorway and in some parts completely re-routed.
