Rudolf Streinz

Rudolf Streinz (born December 5, 1953 Landshut ) is a German legal scholar , holder of the chair for public law and European law at the Ludwig Maximilians University in Munich , lecturer at the Munich School of Politics and former Landshut City Councilor ( CSU ).

Life

education

Rudolf Streinz studied law , political science and history in Munich from 1974 to 1978 . In 1981 he received his doctorate from Bruno Simma with a thesis on freedom of expression and information between East and West . In 1987 he completed his habilitation with Michael Schweitzer in Passau on the subject of the Federal Constitutional Court Protection of Fundamental Rights and European Community Law .

Act

From 1989 to 2003, Streinz held the chair for public , international and European law at the University of Bayreuth . Since 2003, Rudolf Streinz has been researching and teaching at the Ludwig Maximilians University in Munich as holder of the chair for public law and European law.

From October 1, 2005 to September 30, 2007 he was dean of the LMU Law Faculty.

Particularly well-known are Streinz's textbook on European law (published in the focus series of CF-Müller-Verlag) and his commentary on the Union and Community Treaty (published in the Beck'sche Kurzkommentare series).

Political commitment

Streinz is a member of the CSU and was a city councilor in his hometown of Landshut between 1978 and 1990 . He works as a liaison lecturer at the Hanns Seidel Foundation, which is close to the CSU, in Munich.

Guttenberg plagiarism affair

Rudolf Streinz was the second reviewer in the doctoral process of the CSU politician Karl-Theodor zu Guttenberg at the University of Bayreuth . Doctoral supervisor was Peter Häberle , who supervised Guttenberg's doctoral thesis from around 2000 to 2007. The dissertation entitled Constitution and Constitutional Treaty. Constitutional stages of development in the USA and the EU were accepted by the law and economics faculty of the university in 2006 and awarded the top grade “ summa cum laude ” in early 2007 . In February 2011 Guttenberg's dissertation came under public criticism , triggered by allegations of plagiarism by the Bremen constitutional law professor Andreas Fischer-Lescano .

Streinz, who had been informed by Fischer-Lescano about the plagiarism allegations before the first publication, stated that Guttenberg's work was "very convincing" and that, as an expert, he had no doubts about a positive judgment. In connection with a high level of media attention, further allegations arose and the "Guttenberg plagiarism affair" triggered a political affair in Germany, which the German Bundestag dealt with on February 23, 2011. After the University of Bayreuth had found significant violations of the scientific obligations to identify sources and citations , Guttenberg's doctorate was revoked on February 23, 2011.

Streinz stated in an interview in March 2011 that he had “relied too much on the fact that work would be done correctly”. Streinz dismissed allegations that he favored a fellow party member as "absurd and more than disreputable".

Since 2007 he has been an honorary member of the Catholic student association KDStV Aenania Munich in the CV .
