Course and planning for the further construction of the southern ring

The Südring (or Südverbund) in Chemnitz is a four-lane inner-city road that does not have to be cultivated and has a significant connection function. It was dimensioned for an expected traffic load of 30,000 to 35,000 vehicles per day.

The Südring in the direction of Adelsberg currently begins on Neefestrasse ( B 173 ), which indirectly connects it to Autobahn 72 . It then crosses Stollberger Strasse ( B 169 ), Wladimir-Sagorski- Strasse, the confluence with Markersdorfer Strasse, crosses the Chemnitz River and Annaberger Strasse ( B 95 ), crosses F.-O.-Schimmel- resp. Thalheimer Strasse, Reichenhainer Strasse, Bernsdorfer Strasse, Zschopauer Strasse ( B 174 ) and Carl-von-Ossietzky-Strasse and continue on Adelsbergstrasse to Augustusburger Strasse, where it temporarily ends. Furthermore, there are a number of other, in their importance, connections to roads in the secondary traffic network. For example, Winklhoferstrasse, Usti nad Labem, Paul-Bertz-Strasse as well as the “ Sportforum ” and the departure to Morgenleite. Some of these connections can only be reached from one direction of travel.

Further planning envisages a continuation of the Südring in a north-westerly direction, between Neefestrasse and Zwickauer Strasse. This so-called “Southern Network Part III” was already approved by the Chemnitz Regional Council (now the State Office of Saxony ) with the planning approval decision of March 17, 2004 . The next plans (implementation planning) for 2017 have been taken into account in the budget draft of the city of Chemnitz, so that construction would not be possible until 2018 at the earliest. A subsequent extension to Kalkstraße (Part V) is currently being defined. This would enable a direct connection to the A 72 via Kalkstraße and the “ Chemnitz-Rottluff ” junction . A continuation of the route in a north-easterly direction (Part IV), between Augustusburger Strasse, Eubaer Strasse, Dresdner Strasse (B 173) and Frankenberger Strasse (B 169), has already been determined. This section was included in the urgent requirement of the Federal Transport Infrastructure Plan as the B 107n - the start of construction was planned for 2011. In 2013 it became known that planning documents from 2008 are now out of date and therefore have to be rewritten. The start of construction was delayed again. Construction is therefore expected to start in 2021 at the earliest and completion in 2025 for the next section between Augustusburger Strasse and the B 169 near Hilbersdorf. The expected construction costs for the section are expected to be around 71 million euros. In the future, a direct connection to the “Chemnitz-Ost” junction of Autobahn 4 is sought.

The oldest section of the Südring between Neefestrasse and Annaberger Strasse was built in the 1970s to improve the transport links to the newly emerging Fritz Heckert residential area (today's districts of Kappel , Helbersdorf , Morgenleite , Hutholz and Markersdorf) and to connect the industrial sites of Altchemnitz and Schönau . Between Annaberger Strasse and Wendeschleife Wladimir-Sagorski-Strasse, tram line 5 was built next to the route of the southern ring, which was only extended along Wladimir-Sagorski-Strasse in 1981.

Since the completion of the reconstruction of the Neefestrasse / Südring junction in 2007, after a three-year construction period, Neefestrasse has been run through a tunnel and an intersection-free connection from the south via a “flyover” towards the motorway. The redesign of this intersection cost 25.45 million euros and was thus 10.5 million euros more expensive than planned. According to the original plan, the construction project should be completed in 2006. The mayor's office of the city of Chemnitz named planning errors of the commissioned engineers as reasons for the enormous additional costs and the delayed construction. The city has already issued 30 notifications of defects, including on serious issues such as insufficient stability of the high-flyer's supports. Most recently, in a settlement, 2.5 million euros were paid to the construction companies involved for 219 additional claims, which resulted mainly from planning errors.
