Sebastian Heilmann (* 1965 in Offenbach am Main ) is a German political scientist and sinologist and since 1999 professor at the University of Trier . Since 2013 Heilmann has been the founding director of the Mercator Institute for China Studies (MERICS) , which was founded by the Mercator Foundation to carry out contemporary and practice-oriented research on China and to convey the findings to the public. Under Heilmann's leadership, MERICS has developed into one of the most important European institutions for China research. Part of the MERICS is u. a. a European China Policy Unit that informs European decision-makers and offers formats for exchanging information on European China policy. Heilmann's research and publication activities focus on China's system of government, China's international relations, and economic and innovation policy. He has u. a. the extensive work The Political System of the People's Republic of China published in German and English.

Life

Heilmann studied political science, sinology and comparative linguistics in Tübingen and Nanjing ( PR China ) from 1984 to 1990 . This was followed by research stays in Stanford and Beijing .

In 1993 Heilmann did his doctorate under Jürgen Domes at the Faculty of Law and Economics at Saarbrücken University .

From 1994 to 1999 he was a research fellow for Chinese politics at the Institute for Asian Studies in Hamburg . During this time he was the head of several third-party funded projects and advised a.o. a. the Federal Government , the Office of the Federal President , the Senate and citizenship in Hamburg as well as political foundations . 1999 habilitation Heilmann at the Westphalian Wilhelms University in Muenster and there then taught for a short time as a lecturer . In the same year he was offered a C4 professorship for political science in the field of government studies with a focus on East Asia at the University of Trier.

From 2000 to 2006, Heilmann headed the Research Group on Equity Market Regulation (REGEM) at the University of Trier, with the participation of financial market participants from Luxembourg and Frankfurt . From 2005 to 2006, Heilmann was a guest at the Fairbank Center at Harvard University , where he conducted research on Chinese economic and innovation policy. In 2007 and 2009 he worked as a “Coordinate Scholar” at the Harvard-Yenching Institute as part of a multi-year research and publication project dealing with the fundamentals of “Adaptive Authoritarianism” in China. In 2011/2012 he was a visiting fellow at Oxford University ( Merton College and China Center).

From 2010 to 2013 Heilmann headed the project group “Industry and Technology Policy of the People's Republic of China” funded by the Federal Ministry of Research . In 2012 Heilmann was appointed to the editorial board of The China Quarterly . Since 2013 he has been head of the Berlin-based Mercator Institute for China Studies (MERICS). In 2014, Sebastian Heilmann was accepted into the German-Chinese dialogue forum as one of 15 German representatives. This advisory forum was founded in 2005 by the governments of both countries with the aim of a broad non-governmental dialogue and bilateral confidence building. In a message about the change in management, MERICS announced on January 11, 2018 that Heilmann would return to his professorship at Trier University from September 1, 2018 for family reasons.
