Public enemies - murder at the highest level (original title: Une affaire d'état ) is a French thriller from 2009. The film adaptation is based on the novel Red Glamor by Dominique Manotti .

A plane carrying an illegal arms shipment is shot down off the coast of Africa. The weapons were supposed to go to a rebel group in the Congo that is holding eight French soldiers hostage. The person in charge of the arms transport, the "unofficial Africa man" of the French government Victor Bornand, hires the former intelligence agent Michel Fernandez to find out who is responsible for the failure of the delivery operation. He comes across the noble prostitute Katryn, who works for Bornand's friend Mado - owner of an escort service - and who has passed on secret papers to the photographer Pascal Chardon. When questioned, Fernandez accidentally kills Katryn. The young policewoman Nora Chahyd, who recently joined the Paris Criminal Police and reports to the experienced officer Christophe Bonfils, is tasked with investigating the murder.
Fernandez kidnaps Chardon and forces him to find out where the papers they are looking for are located; He also learns about a large amount of cocaine from Burma and finally shoots Chardon. Fernandez hands the papers over to Bornand, who suspects a traitor because of the wealth of detail. While Mado presses Fernandez to monitor Nora, Bornand gets into trouble with his old adversary Macquart, the head of the domestic intelligence service, who tries to overthrow him. When Fernandez searches Chardon's apartment again, he is surprised by Nora and Bonfils, who also stumbled upon Chardon. On his escape, Fernandez shoots Bonfils through the door.
After Bornand's good friend and business partner Olivier Keller mentions that his cocaine comes from Burma, Bornand realizes that Keller is the leak. Fernandez first stages the suicide of the problem entrepreneur Louis Flandin and then removes Keller. Meanwhile, Nora is being recruited by Macquart.
Fernandez decides to go into hiding and wants to get rid of Mado first. He shoots her, but is arrested by Nora after a chase. Since Fernandez threatens to "shoot down" the government with Flandin's list of customers, Macquart makes a deal and gets him a new identity. On departure, with the approval of the secret service, Fernandez is shot dead by Mado's employees at the train station. Macquart offers Nora a job with the secret service and the hostages in the Congo are executed by the rebels.
Nora convinces Bornand of a written confession, who shortly afterwards commits suicide. Mado's people are arrested and Macquart resigns. Nora stays with the criminal investigation department.

The song played in Bonfil's car is Il ritorno di Ringo from the Western Ringo comes back, sung by Maurizio Graf . Pictures from this film are also hanging in Bonfil's office. The rest of the soundtrack comes from the British musician Noko .
criticism
Kino.de spoke of an "elegantly staged political thriller in the good Gaulish crime film tradition", whereby despite the good elaboration of the characters and the political topic, "stunts and effective shootings" were not dispensed with. “France's government floor” is once again a “criminal swamp”, in which a “colored outsider policeman” stirs, to the displeasure of her superiors. Also prism spoke of "exciting political thriller," which revolves around a "corrupt politicians", which will save the situation for his superiors. Not only did André Dussolier convince in his role as Victor Bornand, but also Rachida Brakni as his adversary and Thierry Frémont as a "crazy ex-agent going astray".
