During a solo job by Frank Steier in Stefan “Zitze” Zittner's apartment, the young petty criminal Nico Sauer deliberately shot just past the inspector's head. In the neighboring apartment, a little girl is killed by being shot through the thin wall. The perpetrator flees.

In court, Frank Steier's testimony, who continues to struggle with his alcohol problem, cannot be counted because, according to a restaurant bill, at the time of the crime he was demonstrably heavily drunk. The judge has to acquit the perpetrator, since there is no evidence other than the identification by Steier and the apartment owner Zittner denies that Sauer was in his apartment. Steier then quits the service and wants to let justice rule unauthorized and shoot Nico from behind, but then can't manage it and pursues him instead.

In the meantime, former police officer Rolf Poller wants to kill himself after his wife left him and his only son died of a drug overdose. He blames himself for his death because he took him out on the street because of his drug use.

Nico is at the disco by his brother Robin and his heroin-dependent girlfriend Lisa persuaded to break (who lives next bollards) at the entrepreneur Matthias Lange Brock and clean out the safe. Together they go into the house at the end of the street. While Nico and Robin try to open the safe, Lisa, who in the past had been mistreated by Langenbrock while trying to finance her drug addiction through prostitution, devastated his apartment. When Langenbrock surprisingly returns home and threatens Lisa, Nico kills him with an object of art. Poller has previously noticed the noise in the house, which should actually be empty, and wants to see that it is all right. So he sees the crime with his own eyes and is noticed directly by the three burglars. However, he manages to escape from Nico in his house. Against the will of Robin and Lisa, the three gain access to this house in order to get the only witness of their actions out of the way.

Steier, who is still following Nico, notices the break-in at Langenbrock and rings the doorbell at Poller to question him. He is hiding in the attic and while trying to make himself noticeable to Styria, he is discovered by Nico, who has meanwhile armed himself with Poller's hunting rifle. At the last second, Steier can prevent Nico from drowning the homeowner in his bathtub at gunpoint. Lying on the ground, Poller can retrieve his rifle and, still visibly dazed, knocks down Steier from behind. Nico, Lisa and Robin lock Poller in his basement while he takes Steier to his son's old room and chains them there. After Steier wakes up from his unconsciousness, Poller informs him about his plan. He has nothing more to lose and wants to “finally be a hero in his own film”: He sees the murderer Nico and the seriously drug addict Lisa as depraved, who should be removed from society. Only in Robin does he see potential to develop into a good person, which is why he wants to let him go. He offers Steier to help him, since he has since found out that Steier also wanted to kill Nico. But Steier refuses. Poller then quarters Robin in his son's room and offers him all the booty and the freedom, on condition that Nico and Lisa be betrayed to the police and that they find new friends. But Robin is loyal to his brother and girlfriend.

In order to break this loyalty, Poller wants to prove to Robin that it is not based on reciprocity. He places Robin in the bathroom in such a way that he has to watch how Nico would betray him and Lisa for the booty when Poller makes him such an offer, and Lisa does not hesitate to choose an injection of heroin offered to her and the two of them in return Betraying guys. Robin breaks down inside, disappointed by this one-sided affection. Despite everything, he does not want to be released into freedom alone. So Poller turns to Steier again and gives him the opportunity to shoot Nico. He argues that Nico is a murderer who would never be purified by imprisonment alone and would kill again afterwards. Since Steier realizes how dangerous bollards can be in his madness, he smashes the only light source in the room with a wooden slat in the hope of gaining an escape route. Poller then shoots around and hits Steier in the shoulder.

In the meantime, the petty criminal Memo reports to Steier's ex-colleague Seidel because he is being threatened by Zittner, and since he can prove that Zittner has made a false statement in court, he hopes the police will pull his rival out of circulation . He also reports to Seidel about the planned attack on Langenbrock. After Seidel realizes that his former colleague must also be there, he immediately sends several police cars to the area of ​​the villa.

Meanwhile, Steier comes to in Poller's basement and struggles his way up the stairs, where Poller is already waiting for him and his three prisoners crouch in front of him as if they were being executed . He offers Steier one last time to shoot Nico, who however still refuses. Poller wants to do it himself and is then shot down by Steier. Meanwhile the first patrol cars arrive in front of the house and Steier frees Robin and Lisa from their bonds and lets them escape through the back door. Nico is arrested by the officers.

A few days later, Steier was duly bid farewell to his colleagues, all of whom were wearing his face as a mask. Steier, who actually didn't want to come to avoid the "laughing people", now has to grin himself and is happy about this farewell. Finally, a new negotiation takes place against Nico. Steier, meanwhile dry, is heard again (as at the beginning of the film) as a witness. When asked about his job, he thinks about it for a moment, replies "Chief Detective Inspector" and adds with a broad grin: " Out of service ".
