Terence (Terry) Burns, Baron Burns , GCB (born March 13, 1944 in Hetton-Le-Hole , County Durham ) is a British economist and politician .

life and career

Origin, education and profession

Terence Burns was born and raised in Hetton-Le-Hole, a small mining town in County Durham , to Patrick Owen Burns, a miner , and Doris Burns . He attended Houghton-le-Spring Grammar School and the University of Manchester , where he earned a Bachelor of Arts in economics in 1965 . He then began his academic career as a research fellow at the London School of Economics ; In 1979 he became a professor of economics there.

Working for the government

He began his work for the UK government at the UK Treasury and Commerce Department as a member of the HM Treasury Academic Panel (1976–1979). Burns was considered a supporter of the former Prime Minister Margaret Thatcher , as a so-called "Thatcherite". In 1980 he was the then Chancellor of the Exchequer Geoffrey Howe as a senior economic adviser ( Chief Economic Advisor appointed) and Head of the Government Economic Service. He held these positions from 1980 to 1991; from 1991 to 1998 he was permanent secretary at HM Treasury . Burns was a member of the Hansard Society's Commission on Parliamentary Scrutiny from 1999 to 2001 . He was a member of the Scottish Fee Support Review (1998-2000). Burns' relationship with former Chancellors of the Exchequer from Howe to Kenneth Clarke was generally considered to be good; tensions are said to have arisen in the relationship with Gordon Brown .

He was also Chairman ( Chairman ) of the Committee of Inquiry into Hunting with Dogs in England and Wales (2000). In June 2000 Burns published his investigation report on the hunt with dogs , the so-called Burns Inquiry . Burns presented an analysis of the economic, labor market and socio-cultural implications of the hunt and hunt in Great Britain.

In December 2004, he was non-executive director of Banco Santander Central Hispano SA Santa From 2006 to 2008 he was chairman ( chairman ) of the British retail company Marks and Spencer , having previously since 2005 Deputy Chairman ( Deputy Chairman was).

On November 5, 2009, he was announced as Chairman-designate ( Chairman ) of Channel 4 to succeed Luke Johnson , who stepped down on January 27, 2010 after six years. Since 2010 he has been chairman ( chairman ) of the Channel 4 Television Corporation .

Other offices

From 1993 to 1998 he was a member of the Board of Management of Management Manchester Business School . Burns was Chairman of the Financial Services and Markets Joint Commission in 1999 .

Burns has served as President of the Society of Business Economists since 1998 and previously served as Vice President since 1985. He has been President of the National Institute of Economic and Social Research since 2003 , before that he was Governor . He is also Vice-President of the Royal Economic Society .

In 2001 he was elected chairman ( chairman ) of the Monteverdi Choir and Orchestra appointed after he had the Trust Council member since 1998. In 2002 he became Chairman of the Governing Body of the Royal Academy of Music , where he had been Governor since 1998 . From 1996 to 2001 he was the non-executive director of Queens Park Rangers . 2004 Burns was elected Chairman ( Chairman ) of the FA Structural Review of the leading British Football Association The Football Association appointed; he submitted his final report on August 12, 2005.

Membership in the House of Lords

Burns was on 13 June 1998 relating to recognition of his service as a former senior economic adviser ( Chief Economic Advisor ) and Permanent Secretary at HM Treasury , for life peer as Baron Burns, of Pitshanger in the London Borough of Ealing appointed. Its official introduction to the House of Lords took place on July 29, 1998 with the assistance of David Simon, Baron Simon of Highbury and Robin Butler, Baron Butler of Brockwell . There he sits as a crossbencher . He gave his inaugural address on October 13, 1998.

Burns is only irregularly present on meeting days.

Honors

Burns was beaten Knight Bachelor in 1983 and Knight Grand Cross of the Order of the Bath (GCB) in 1995 . He has honorary doctorates and professorships from several UK universities, including the University of Sunderland and the University of Sheffield .

Burns has been a Fellow of the London Business School since 1989. He also became an Honorary Fellow of Cardiff Metropolitan University in 2012 . From 1991 to 1997 he was a visiting fellow at Nuffield College . In 1992 he became a companion of the Institute of Management .

family

Burns has been married to Anne Elizabeth Powell since 1969. They have one son and two daughters.
