In November 2009, Hartung founded the “New Left” faction together with three other city councilors, so that the left faction split. The split was preceded by a month-long dispute within the left faction and the foundation of the “New Left” association on October 31, 2009.

MP

In the state elections in Thuringia in 2009 , Hartung was elected to the Thuringian state parliament as a direct candidate for DIE LINKE in the Weimar constituency. He received 28.4% of the vote. On August 11, 2010, he declared his resignation from the DIE LINKE party and the parliamentary group and switched to the SPD parliamentary group as a non-party member. On August 14, 2010 it was announced that Hartung had previously considered moving to the Bündnis 90 / Die Grünen faction after he had been invited to convert from this faction. This conversion did not occur because Hartung "did not want to move from one conflict to another".

In the state election in 2014 Hartung lost his mandate. Neither the 14th place on the state list of the SPD nor the first vote result in his constituency Weimar II (19.1%) were sufficient for re-election. After Uwe Höhn , who had been appointed State Secretary, resigned, Hartung returned to the state parliament on September 9, 2017. In the 2019 state elections , he first missed re-entry into the state parliament. Since Wolfgang Tiefensee resigned from his mandate in order to devote himself to his work as minister and state party chairman, Hartung moved in again as a successor in the state parliament with effect from December 5, 2019.
