U-21 African Championship 1991 / qualification
The qualification for the U-21 African Cup of Nations in 1991 was held to determine the seven finalists alongside hosts Egypt . The games took place between August 10 and November 11, 1990.

The registered teams determined the seven participants in addition to hosts Egypt in two qualifying rounds in the knockout system with home and away games. In the event of a tie, the away goal rule decided on progress. If there was also a tie, a penalty shoot- out was carried out without extra time .
First round
The first legs were played between August 10 and 13, the second legs between August 25 and 30, 1990.

Central Africa, Burkina Faso, Liberia, Congo and Mauritius withdrew their teams, Guinea was disqualified. Algeria and Mali had no play.

The first legs were played on October 27 and 28, 1990, the second legs on November 11, 1990.

Tunisia, Ivory Coast, Ghana, Cameroon, Zambia, Ethiopia and Algeria qualified for the finals.
