action

A few years have passed since the end of the Unisol program when Luc Deveraux discovered that this program was being operated illegally. Otto Mazur runs the business, he is supported by a high-ranking traitor, the CIA Deputy Director, whose existence is only revealed at the end of the film. Deveraux meets his brother John Deveraux, believed dead, who, like him, has been converted into a super soldier and resuscitated. When John recognizes Luc and can increasingly remember his human existence, he begins to rebel against the makers of the Unisol program. In the end he gives his life, however Otto Mazur can be stopped and is killed by Luc. However, it now turns out that the CIA Deputy Director can continue to maintain the Unisol program with the help of illegal funds.

The lexicon of international films described Universal Soldier 2 as an "incredibly banal action film". It was staged "without the slightest internal logic" and also "like an overly long video clip".
