The administrative association was founded on March 8, 1994 on the basis of the Thuringian regulation on the formation of the administrative association "Berka / Werra" of January 25, 1994.

On January 1, 2019, the administrative community was transformed into the city of Werra-Suhl-Tal as part of the second municipal reshuffle law of the Thuringia regional reform in 2018 and 2019 .
