Werner Clement

Werner Clement (born April 19, 1941 in Innsbruck , Tyrol ) is an Austrian economist specializing in educational economics , applied economics, industrial economics and economic policy .

academic career

Werner Clement obtained his doctorate (Dr. rer. Comm.) At the University of World Trade in Vienna in 1965 and immediately afterwards went to Senegal and Upper Volta ( IRFED , CINAM ) for development aid . From 1965 to 1968 he was assistant to Stephan Koren at the Institute for Economic and Social Policy at the University of Innsbruck . There he completed his habilitation in 1968; the lectureship was extended from 1968 to 1970 at the University for World Trade. After an appointment in 1970, he was ao Univ.-Prof. at the Law and Political Science Faculty of the University of Innsbruck (Chair for Political Economy I) and co-director of the Institute for Economic and Social Policy. On January 31, 1972 he was appointed o. Univ.-Prof. From September 1973 to 1999 he worked as a full professor (Chair for Economics IV) at the University of World Trade / Vienna University of Economics and Business.

Clement was visiting professor and lecturer at the Universities of Cairo, Wolfson College in Cambridge, Stanford University , HEC Paris, Université Paris XI. In 1996 he held the European Chair at Chulalongkorn University in Bangkok as part of the CUESP ( Chulalongkorn University European Studies Program ).

Other academic activities

From May 1970 to the beginning of 1976 Clement was a member of the founding committee of the University of Education in Klagenfurt. In 1975 he was a constituent member of the "Educational Economics" committee of the Society for Economic and Social Sciences ( Verein für Socialpolitik ) and from September 1977 to April 1980 its chairman and member of the extended board. In June 1982 he founded the Center for Career Planning (zbp) at the Vienna University of Economics and Business. In 1987 he was a founding member of the "Industrial Economics" committee of the Verein für Socialpolitik .

Consultancy (selection)

From 1968 to 1970, Clement was assistant to the Federal Minister of Finance Stephan Koren. He then advised national and international institutions, mainly on educational issues. In addition to Austrian ministries, the social partnership and the People's Party , he served as countries examiner for the OECD , the UNESCO International Institute for Educational Planning (IIEP), the Euro Council , the ILO , the World Bank , the UNIDO , the Federal Labor Office , the South Tyrolean government operates .

In 1985, Clement founded the Industrial Science Institute (IWI) together with Josef Taus and Fritz Paschke , of which he was managing director until 2002.

In 1993/94 Clement was an advisor to the Vietnamese State Planning Committee / Ministry for Planning and Investment (MPI) at Minister Do Quoc Sam in Hanoi and lecturer at the National Economics University there . In 1994/95 the IWI developed a master plan of the Mechanical Engineering Industry in SR Vietnam for the Vietnamese Ministry of Heavy Industry , which was followed by a cooperation between the CIEM (Central Institute for Economic Management) in Hanoi and the Industrial Science Institute, which was to last until 2003.

From 2012 to October 2014 he was special advisor to the EU Commissioner for Regional Policy Johannes Hahn .
