The company WestSpiel (completely Westdeutsche Spielbanken GmbH & Co. KG ) is a casino operator in Germany based in Duisburg . The company is owned by the State of North Rhine-Westphalia through NRW.Bank . WestSpiel's share of the casino market in Germany is around 20 percent. From 2002 to 2012, the company published its own magazine, Casino live , published by Hoffmann and Campe . On May 8, 2018, the state government of North Rhine-Westphalia decided to privatize WestSpiel.

history

The WestSpiel company was part of WestLB until 2002 . WestSpiel has been part of the NRW-Bank since WestLB was split up in 2002 into a commercial bank and NRW.Bank as the development bank.

With six casinos, around 1000 employees and almost one million visits a year, the WestSpiel Group is the leading company in the industry in Germany. The group includes the four NRW casinos in Aachen, Bad Oeynhausen, Dortmund-Hohensyburg and Duisburg as well as the casinos in Bremen and Bremerhaven.

WestSpiel operated the Kassel casino from the early 1990s until 2001. The new operator was SIM Spielbanken Investitions-Beteiligungs und Management GmbH & Co KG , a subsidiary of Deutsche Sporthilfe and Novomatic AG .

The subsidiary WestSpiel-Entertainment GmbH (WSE) was launched in 2002. WSE operates WestSpiel's gastronomy with restaurants, bars and catering. In addition, WSE organizes numerous events and concerts at the casino locations.

Overall, gross gaming revenues (BSE) increased in the 2017 financial year. Gross gaming revenues of EUR 94.5 million (+ 2.6%; 2016: EUR 92.0 million) were generated at all six locations.

In the 2017 financial year, WestSpiel paid 43.8 million euros (+ 2.1%; 2016: 42.9 million euros) to the public sector through the casino levy. That is around 46.4% of gross gaming revenues.

Around 936,000 visits were counted at the six locations in Aachen, Bad Oeynhausen, Bremen, Bremerhaven, Dortmund-Hohensyburg and Duisburg in 2017. The number of visits is thus slightly above the level of the previous year (+ 0.4%; 2016: 932,000).

The year 1998 ended with a turnover of 351 million DM in the six casinos (Aachen, Bad Oeynhausen, Hohensyburg, Bremen, Kassel and Berlin). The year 2000 was the most successful year with sales of 422 million DM. This year, DM 338 million went to the municipalities in the form of a casino tax. In 2007, sales of EUR 176 million were achieved. In 2008, the WestSpiel players brought sales of 130 million euros. In 2009 the turnover was 125 million euros. This enabled it to keep its market share of twenty percent in Germany. In 2010, 1.16 million visitors turned over 109.225 million euros. Of this, 60.583 million euros were paid to the casino tax . The houses with the highest sales, Dortmund and Duisburg, accounted for almost 75 percent of sales. In 2014, Westspiel was only able to generate a surplus through the controversial sale of two Warhol paintings for a total of 111.4 million euros. 866,000 people visited the NRW casinos, half as many as ten years earlier.

criticism

In 1998, tampering with counting money in the Bad Oeynhausen casino was uncovered. In addition to employees of the casino also will finance officials have been involved. In this context, WestSpiel demanded DM 1.9 million from the accused as compensation. Furthermore, private detectives in Switzerland are said to have carried out inquiries at banks in order to discover the suspect's black accounts.

In the early 2000s, gambling addicts sued WestSpiel for damages because the company had failed to comply with its access control obligations. The visitors had applied for a self-lock for casinos for their own protection . As a result of these lawsuits, the Federal Court of Justice ruled that the casinos are liable to recourse if they do not control access to the gaming area.

In June 2008 there was a strike by the croupiers at the Duisburg casino . The reason for this was the wages for employees that had not increased since 1996. In addition, the employees complain about a non-transparent distribution of the Tronc . For many years this was not a problem as the visitors gave enough money to the Tronc. However, since the decline in the gaming sector, cash revenues have been falling. As a result, the income of the employees fell within the scope of the collective agreement . In connection with the restructuring of WestSpiel in 2010, works councils from WestSpiel are said to have been "bought".

In 2014 Westspiel had two paintings by Andy Warhol auctioned at Christie's auction house in New York, which previously belonged to the Aachen casino . The pictures Triple Elvis and Four Marlons changed hands for a total of 151.5 million US dollars; of this, 16.1 million were premium payments to the auction house. Westspiel intends to use the proceeds to restore loss-making casinos. Minister of State for Culture Monika Grütters criticized the sale of cultural assets "in order to plug holes in the household".
