Wolfgang Franz (Economist)

Wolfgang Franz (born January 7, 1944 in Nassau ) is a German economist . He was President of ZEW and, until February 2013, Chairman of the Council of Experts for the Assessment of Overall Economic Development (“Economy”).

Life

Wolfgang Franz studied at the University of Mannheim Economics and was there in 1974 with a thesis on labor market analyzes doctorate . This was followed by a two-year stay at Harvard University and at the National Bureau of Economic Research in the USA . In 1981 he completed his habilitation with a thesis on youth unemployment . Franz was a student of Heinz König at the University of Mannheim .

Then he took a call to the University of Mainz and moved in 1984 to the University of Stuttgart . In 1989 he followed a call to the University of Konstanz . From 1997 to 2013 he was President of the Center for European Economic Research (ZEW) in Mannheim and held a chair for economics at the University of Mannheim.

Franz was a member of the supervisory board of EnBW Energie Baden-Württemberg in 2011 and was there on the audit committee.

Act

Wolfgang Franz is a member of the Heidelberg Academy of Sciences and, since 1998, of the German Academy of Sciences Leopoldina . From 2003 to 2013, on the basis of a recommendation by employers' associations, he was a member of the Expert Council for the Assessment of Macroeconomic Development (Economy), of which he was a member from 1994 to 1999 on the recommendation of the trade unions. In March 2009 he was elected for 3 years as chairman of the Advisory Council and in February 2012 he was re-elected for another term of office. He is also a member of the Scientific Advisory Board of the Ministry of Economics and Labor. Wolfgang Franz was also a member of the Kronberger Kreis , the scientific advisory board of the Market Economy Foundation, until March 2009 . He was the chief reviewer for economics at the German Research Foundation and is co-editor of several economics journals . His main areas of work are macroeconomic economics , labor market research and empirical economic research. He has published numerous books and scientific articles on these topics.

In January 2010, Franz explained in an interview with the newspaper Die Welt his ideas about a reform of unemployment benefit II ("Hartz 4"). The key point is a reduction in the standard rate for Hartz IV recipients by 30% to 251 euros per month, which is to be offset by an improvement in additional earning opportunities (lowering the transfer withdrawal rate from 80% to 50%). If too few jobs are available on the regular labor market, municipalities or charities should provide new, state-funded jobs, which then have to be accepted within the framework of reasonableness. The concept was recommended in an expert report by the German Advisory Council in 2006. Representatives of the party The Greens and social organizations criticized the proposals.
