Bert Rürup

Hans-Adalbert "Bert" Rürup (born November 7, 1943 in Essen ) is a German economist and former " economic expert ".

Career

Bert Rürup studied economic political science in Hamburg and Cologne and graduated in 1969 with the academic degree of business administration . From 1969 to 1974 he was an assistant at the Department of Public Finance at the University of Cologne and was awarded a Dr. rer. pole. PhD. 1974/75 he worked in the planning department of the Federal Chancellery. In 1975 he took over a professorship for economics at the University of Essen , and from 1976 until his retirement in 2009, Rürup was professor of finance and economic policy at the Technical University of Darmstadt .

Rürup has held visiting professorships at the Vienna University of Technology since 1988 and at the Bucharest University of Technology since 1992. From 1990 to 1993 he was also visiting professor at the Technical University of Leipzig for “Economic Policy and Finance”. From 1991 he was the founding dean of the "Economics" faculty at both the Leipzig University of Technology and the University of Leipzig.

From April to December 2009 Rürup was chief economist at the financial services provider AWD . There he was responsible for the areas of "economic analyzes" and the development of new markets for company and private pension schemes. At this point in time he had already left the group of five economic modes.

Bert Rürup justified his move to the financial group AWD as follows: “After 40 years in universities and science, I wanted to start something new again. My aim is to bring in current theoretical and empirical knowledge in order to help develop innovative and beneficial solutions for people in practice. AWD gives me this chance. ”He also has “ an extraordinarily good conscience ” to put his know-how into the service of a financial service provider. He is now continuing the models he invented for old-age provision in practice.

Since February 2004 he has been a member of the network of the Research Institute for the Future of Work (IZA), initially as a Research Fellow and since 2005 as a Policy Fellow.

After finishing his work as chief economist at AWD, Rürup and AWD founder Carsten Maschmeyer established an independent and internationally oriented consulting company for banks, insurance companies and governments: MaschmeyerRürup AG . After three years as a member of the Executive Board, he left this company at the end of 2012 due to his renewed commitment to science.

From April 2010 to November 2015 Bert Rürup was the chairman of the board of trustees of the German Institute for Economic Research ( DIW Berlin), and from March 2010 to the end of 2012 he was president of the International School of Management (ISM).

Since January 2013, Bert Rürup has been President of the Handelsblatt Research Institute, an independent scientific competence and research center of the Handelsblatt Media Group . Since 2014 he has published the newsletter "Der Chefökonom", a weekly business briefing that appears every Friday. "With the new offer we are giving our readers orientation in the increasingly complex world of the globalized economy," promised Rürup at the start.

He has been chief economist at Handelsblatt since February 1, 2017 . In this role, he regularly writes comments for the print and online editions of the Handelsblatt.

In March 2019, Rürup launched the “Masterplan 2030” project. As part of this work program, the Handelsblatt Research Institute, under its scientific leadership and supported by a Steering Committee headed by Roland Berger , prepares scientific studies on twelve fields of economic policy so far.

Together with the former Federal Foreign Minister Sigmar Gabriel , Rürup has been producing the weekly podcast "Global Chances" since August 2019, in which geopolitical developments are analyzed.

Rürup is a member of several scientific associations and a reviewer for several scientific newspapers.

Political activities

Rürup is a member of the SPD and a political advisor. Pension policy is his main focus. Rürup was an advisor to the federal government on social policy issues. In 1982/83 he advised the EC on behalf of the Federal Republic of Germany as part of the project “Social Policy under slow growth”. From 1986 to 1991, Rürup was a member of the selection and approval committee for special research areas of the German Research Foundation . 1992–2002 he was a scientific advisor to the Enquete Commission of the German Bundestag Demographic Change ; 1996–1998 Member of the Federal Government Commission for the Further Development of Pension Insurance ; 1999–2001 member of the expert group of the Federal Minister of Labor in preparation for the 2001 pension reform, from 2000 to 2009 chairman of the social advisory council .

After several appointments at domestic and foreign universities, in 2000 he accepted the call to the Expert Council for the Assessment of Macroeconomic Development (also the Council of Economic Wise Men ), which he chaired from March 2005 until he left in February 2009. From March 2002 to March 2003 he chaired the Expert Commission for the Reorganization of the Taxation of Pension Expenses and Retirement Income and from November 2002 to August 2003 he chaired the Commission for Sustainability in Financing Social Security Systems , also known as Rürup in the media -Commission designated. The aim of the commission was to develop concepts for sustainable financing of the social security system.

Rürup worked, among other things, from 1993 to 1995 as a monetary and financial policy advisor to the government of Kazakhstan and from 1995 to 1997 as an advisor to the Ministry of Social Affairs to prepare the pension reform for the government of Austria.

In 2003 Rürup received the Great Decoration of Honor of the State of Styria for his contribution to the reform of the pension system.

In 2005 Rürup was awarded the Grand Cross of Merit of the Federal Republic of Germany by Minister Ulla Schmidt .

Further activities and statements

Rürup often appeared as a speaker and on panel discussions of insurance and financial service providers, e. B. for Credit Suisse . Between 2001 and 2008, Rürup was frequently called in by the Federal Constitutional Court as an expert. Until the spring of 2009, Rürup was chairman of the board of the Mannheim research institute Economics and Demographic Change, whose start-up funding was provided by the Association of the German Insurance Industry . According to the journalist Albrecht Müller, these collaborations conflicted with Rürup's duties as an independent advisor to government bodies and the public. Transparency International criticized Rürup's business connections with Walter Riester and the AWD as an “example of political corruption ”.

In 2011 Rürup was the ambassador of the Federal Children's Hospice Foundation. In late autumn 2012, he successfully settled a long-simmering collective bargaining dispute between Lufthansa and the union of the Independent Flight Attendant Organization (UFO).

Rürup was one of the signatories of the Euro-critical manifesto The Monetary Policy Decisions of Maastricht: A Danger for Europe (1992). He did not join the second appeal, “The euro is coming too soon”, from early 1998, signed by 155 economists.

On May 28, 2020, in connection with the Covid-19 pandemic at DvH Medien , Rürup expressed the fear that Germany and the European Union could be marginalized “in the US's struggle with China for global economic supremacy”, “especially since Corona like a Fire accelerator in the so far only smoldering economic war between Washington and Beijing works. ”Both hegemonic powers would possibly dictate the rules of the game to their trading partners according to their own interests. "As after the First World War, there is a long phase of deglobalization, or more clearly: protectionism." Rürup sees the initiative launched by Angela Merkel and Emmanuel Macron on May 18, 2020 as the EU that has been particularly hard hit by the Corona crisis -Granting 500 billion states as non-repayable aid, which would have to be repaid from the EU budget in the long term, an indication that the said danger has been recognized in Germany. "The move is clearly aimed beyond the idea of ​​mutualisation of debts towards a stronger political integration of the international community."
