The Research Institute for the Future of Work (IZA) is a private, independent economic research institute founded and funded by the Deutsche Post Foundation in the legal form of a non-profit GmbH (gGmbH). It is based in the buildings of the former Bremen State Representation in Bonn .

composition

IZA is supported by the Deutsche Post Foundation with extensive science sponsorship. In addition, contract research for institutions like the European Commission , the European Parliament , for the Federal Ministry of Economics and Technology , the Federal Ministry of Labor and Social Affairs , the Federal Ministry of Family Affairs , the Ministry of Finance , the Anti-Discrimination Agency (ADS) and the International Organization for Migration (IOM) as well as the New Social Market Economy Initiative and the Bertelsmann Foundation . In addition, the IZA cooperates with numerous international organizations, institutions and networks, including OECD , Rand Europe , Society of Labor Economists (SOLE), CEPR and the Slovenian Central Bank . To promote labor market research in developing countries, IZA and the World Bank initiated a joint research program on employment and development. IZA coordinates an extensive research program for the UK Department of Development Aid (DFID) to promote growth and employment in developing countries. The institute is connected to the academic teaching of the University of Bonn and integrated into the doctoral training of the Bonn Graduate School of Economics .

According to RePEc ranking, the IZA is one of the ten most research-oriented economic institutions in Europe, is in second place worldwide in the field of labor economics , number 1 in Germany and one of the top three economic think tanks around the world.

The IZA also offers policy advice in all areas of labor market economics. In 2010 the IZA u. a. the federal government in reforming the rules for additional earnings . It also advises projects on a European and international level.

The institute's president is Klaus Zumwinkel , the former CEO of Deutsche Post World Net . The founding director from April 1998 to February 2016 was Klaus F. Zimmermann , who was also President of the German Institute for Economic Research in Berlin until February 2011 . Hilmar Schneider has headed the IZA since March 2016.

With around 1,600 scientists, the IZA is the largest research network in economics worldwide. His international research fellows include a. Nobel Prize winners George Akerlof , James Heckman , Dale Mortensen and Christopher Pissarides .

Like the American Economic Association and the Verein für Socialpolitik , the IZA has imposed ethical rules on scientific work.

restructuring

The IZA was restructured on March 1, 2016 by Klaus Zumwinkel , Chairman of the Deutsche Post Foundation and President of the IZA. In addition to expanding academic “cutting-edge research”, the future focus will be even more on “solving economic policy problems”. The international research network of the IZA will remain and will be coordinated by Daniel S. Hamermesh . IZA founding director Klaus F. Zimmermann , who said he did not want to support these developments, left the institute on March 1, 2016. Hilmar Schneider, most recently director of the Luxembourg Institute of Socio-Economic Research , became the new institute director . In addition, the Post Foundation is setting up another institute, the Behavior and Inequality Research Institute, which "under the direction of Bonn university professor Armin Falk will be dedicated to the research fields of behavioral economics and inequality".

The Institute for the Future of Work sees itself as an economic research institute for the international labor market - basic research and policy advice as well as a worldwide networked think tank for economic analyzes of national and international developments in the field of work and employment.

The institute's research program covers eight areas:

  • Evaluation of labor market policy measures
  • Behavioral and Personnel Economics
  • Migration , integration , demographic change
  • Labor markets and institutions
  • Labor markets in transition and emerging countries
  • Future of work and employment
  • international employment and development
  • Environment and employment

The Institute for the Future of Work thus has three central tasks:

  • internationally competitive research in all areas of labor economics
  • Implementation of scientific knowledge in practicable concepts
  • Dissemination of research results and concepts to the public.

IZA Prize in Labor Economics

The IZA Prize in Labor Economics has been awarded since 2002 by the Institute for the Future of Work (IZA) as a science prize in economic research for “special scientific achievements in the field of labor economics” and is one of the most important international awards for economists.

Publications

The IZA gives the semi-annual refereed series Research in Labor Economics together with Emerald Group Publishing . In addition, the IZA has been publishing a series of five open access refereed journals since 2012 , each specializing in various international labor market topics:

  • IZA Journal of European Labor Studies

The journals are published together with Springer Science + Business Media and do not charge the authors any fees, however, authors are expected to contribute as reviewers in the review process.

In cooperation with Bloomsbury Publishing , IZA publishes IZA World of Labor, an open access Internet compendium that enables politicians and the interested public to obtain scientifically objective information on a wide range of labor market issues.

Positions of the IZA

Migration and integration

In November 2010 the “Immigration Agenda: A Ten-Point Action Plan for Managed Labor Migration and Better Integration” was published. IZA director Klaus F. Zimmermann has repeatedly called for the labor markets to be included in the transatlantic free trade agreement. In January 2014, Die Zeit published an article by Klaus F. Zimmermann on the economic and labor market policy of the grand coalition. In it he speaks u. a. for greater mobility in the European labor markets. Klaus F. Zimmermann has repeatedly advocated a comprehensive reform of German and European immigration and refugee policy. According to studies and statements by the IZA, the eastward expansion of the EU in Germany has not led to either “ wage dumping ” or “ social tourism ”. However, the IZA calls for a better Europe-wide integration of the Roma . On the initiative of the IZA, leading European labor economists have signed a manifesto to expand the free movement of workers within the European Union, which has been printed in more than 10 European countries. In the German immigration discussion, IZA experts argue with a specific design proposal for the introduction of a point system that should actively and transparently shape short-term labor market bottlenecks and long-term human capital aspects and integration issues. To strengthen the welcoming culture , the director of the IZA, Klaus F. Zimmermann , calls for the creation of a Federal Ministry for Migration and Integration in a contribution to Vorwärts . Before the EU special summit in April 2015, IZA Director Klaus F. Zimmermann called for a realignment of the European asylum and refugee policy and fixed quotas to achieve a more equitable distribution of refugees, who are e.g. B. based on the size of the population and economic strength. In this context, he advocated giving qualified refugees access to the European training and labor market and creating a Mediterranean union between Europe and the neighboring countries in North Africa and the Middle East.

Labor market reforms

In March 2010 the IZA presented a comprehensive position paper “Agenda 2020 - Strategies for a policy of full employment”. On January 8, 2011, the Süddeutsche Zeitung published a comprehensive position paper by IZA director Klaus F. Zimmermann on the future of work. He also called for the “energy transition” to be scientifically evaluated with regard to the effects on the workplace and for a project management system with comprehensive monitoring to be installed. Before the 2013 federal elections, Klaus F. Zimmermann presented a “10-point program for Germany 2020”. The IZA reform proposals for the German labor market - some of which are controversial - include the workfare concept as an alternative to the combined wage model, the rejection of the nationwide introduction of minimum wages , more flexible (longer) working hours , the relaxation of protection against dismissal , the increase in the retirement age , support for the DGB call for the abolition of mini-jobs and support for the proposal by IG Metall boss Detlef Wetzel to introduce individual training accounts for employees subject to social insurance contributions.

The IZA published a press release on November 24, 2010, according to which the IZA has been advocating the introduction of a graduate tax as an alternative to tuition fees "for a long time" .

The IZA supports the anonymized applications against discrimination in the world of work required by IG Metall , which are rejected by employers' associations. The IZA provided scientific support for the corresponding pilot project of the Federal Anti-Discrimination Agency (ADS) and the pilot project by the Ministry of Integration of the State of Baden-Württemberg.

criticism

In the monthly magazine Blätter for German and International Politics , Werner Rügemer criticized "a new form of lobbyism " in which the lobbyists "have long been in the state" and are often financed by it, and named the Institute for the Future of Work (IZA) as Example “for this form of invisible lobbying under a state seal”. Due to the close cooperation with representatives of the Federation of German Industry and the employer- related initiative New Social Market Economy , Rügemer questioned the independence and neutrality of the institute. The article was later published by the Internet newspaper NRhZ-Online . IZA director Klaus F. Zimmermann then sued Werner Rügemer, the monthly magazine and the Internet newspaper. Following an injunction, the publications temporarily removed the relevant parts. While the monthly magazine signed a declaration of discontinuance, the Internet newspaper and the author Rügemer, who continues to stand by his statements, refused to do so.
