Wolfgang Hamberger (born August 25, 1930 in Bensheim ) is a German politician ( CDU ), former Lord Mayor of the city of Fulda and author .

Life

Education and family

As a teenager he was in the city on March 27, 1945 during the heavy bombing raid on Mainz . He later referred to this date as his second birthday.

Wolfgang Hamberger was born in Bensheim and attended high school there. After passing the Abitur, he studied economics at the Johann Wolfgang Goethe University in Frankfurt and at the Ruprecht-Karls-University in Heidelberg with a degree in administrative management (FH). He then studied social and political science at Case Western Reserve University in Cleveland .

From 1956 he held a managerial position in the banking and insurance industry. He also studied political science, sociology and international law in Heidelberg. There he did his doctorate with Dolf Sternberger with the thesis Motive and Effects of the Local Election System in Baden-Württemberg .

Wolfgang Hamberger is Catholic . His brother Clemens Hamberger OSB (1929–2011) was the organist at the Münsterschwarzach Abbey .

Wolfgang Hamberger is married and has two daughters and two grandchildren.

Work in Fulda

In 1968 he came to Fulda as Alfred Dregger's personal advisor . On July 1, 1970, after the city council elected him for his own candidate with 24 votes from the CDU and FDP with 12 votes from the SPD parliamentary group, he became head of the office for economic development and full-time mayor. The most important political issues in his early days were the new construction of the municipal clinic and the struggle for the further independence of Fulda as a district-free city with the integration of as many surrounding communities as possible as part of the regional reform in Hesse . From 1970, the law on representatives in Hesse was changed in such a way that full-time municipal officials could no longer be members of the state parliament. After Alfred Dregger had decided not to give up his state parliament mandate, the position of the Mayor of Fulda became vacant. After rumors that the state government ( Osswald I cabinet ) intended to appoint a provisional head of administration in Fulda until the regional reform was completed, the CDU parliamentary group decided to vote for Hamberger as quickly as possible without a prior announcement. The electoral committee decided this on December 7, 1970 and on December 15 he was elected with a majority of 10 votes against by the SPD to take office on December 17. In 1976, 1982 and 1988 he was re-elected by the city council. In 1994 he ran for direct election after the change in local voting rights. He won against the candidates Fritz Hertle from the Greens and Rainer M. Türmer with a share of the vote of 79.3 percent. In 1998 he had to leave office when he reached the age of sixty-eight.

During his term of office , u. a. the development of a general transport plan and the regional reform . His successor was Alois Rhiel .

In his book " With My Eyes: Eleven Thousand Days for a City ", Hamberger reports in literary form and from a personal perspective about various events during his period of service and about the background to local political decision-making processes.

For many years he was chairman of the Fulda History Association and from 2008 to 2013 chairman of the board of trustees of the Point Alpha Foundation . Since 1994 he has been a member of the Historical Commission for Hesse . He edited two volumes on the history of Fulda and gives lectures as a contemporary witness in schools. In his book “ Fascination America: Biography of a Friendship from the Nazi Era to Today ” he reports on his experience as a child during the Nazi era, his first encounter with the Americans during the occupation and how these encounters affect you Continued his studies in America and became a partnership during the Cold War that shaped his life and career.

As Lord Mayor, Hamberger maintained contact with former Jewish citizens of Fulda and campaigned for the building of the former Jewish school to be preserved. This created the prerequisites for the creation of a new synagogue room, through which the new Jewish community Fulda could be offered a center.
