Özcan Mutlu (born January 10, 1968 in Kelkit , Turkey ) is a German politician ( Bündnis 90 / Die Grünen ) and president of the Disabled and Rehabilitation Sports Association Berlin. He was a member of the 18th German Bundestag .

Life

Mutlu is Alevi , has lived in Berlin since 1973 and received German citizenship in 1990 . From September 1985 to February 1989 he completed an apprenticeship as an information electronics technician at the TU Berlin . He then studied from 1989 to 1993 at the Technical University of Applied Sciences Berlin (TFH) in the field of electrical engineering and graduated as a Dipl.-Ing. (FH) in communications engineering. In 1992 he combined an internship with a stay abroad in Omaha (USA). Then from 1993 to 1999 he worked as a planning engineer in a telecommunications company. From 2018 to 2019 he was Mercator Senior Fellow of the Istanbul Policy Center (IPC).

In 2016, Mutlu generated widespread media coverage when he bought a beauty salon and immediately doubled the rent. Shortly afterwards, the two contracting parties agreed on a rent amount well below the local comparative rent.

In 1990 Mutlu became a member of the Greens. From May 1992 to October 1999 he was a member of the District Assembly of the Kreuzberg District. From October 1999 to September 2013 he was a member of the Berlin House of Representatives , in 1999 and 2006 he received a direct mandate and represented the constituency of Friedrichshain-Kreuzberg 3 in the House of Representatives. In 1999 Mutlu was elected spokesman for education policy for the Bündnis 90 / Die Grünen parliamentary group. Until 2006 he was also a member of the Interior Committee, where he was responsible for integration and migration policy. When he was elected to the Berlin House of Representatives in October 2011, Mutlu, as his parliamentary group's spokesman for education policy, also became deputy chairman of the education committee and a member of the committee for European and Federal Affairs, Berlin-Brandenburg and the media. There he was responsible for the European and Turkey policy of his group. In the 2009 Bundestag election , he was nominated by his party to place 4 on the state list , but just missed making it into the Bundestag. In November 2019, together with Ekrem İmamoğlu , the Lord Mayor of Istanbul and Michael Müller , the Governing Mayor of Berlin, he received the German-Turkish Friendship Prize in the Politics category for his commitment to the German-Turkish dialogue and for his activities in the field of education and integration.

In the 2013 Bundestag election , Mutlu ran as a direct candidate in the Bundestag constituency of Berlin-Mitte and was also nominated for second place on the Green Bundestag list . His election campaign received a lot of media coverage. In line with the nationwide negative trend for the Greens, he did not succeed in winning a direct mandate. But he moved into the Bundestag via the state list . With his election as a member of the German Bundestag, he also became the spokesman for education policy and spokesman for sports policy for the Bündnis 90 / Die Grünen parliamentary group in the German Bundestag, and he was also his parliamentary group's rapporteur on the issue of citizen participation. He was a full member and spokesman for his parliamentary group on the Sports Committee and the Committee on Education, Research and Technology Assessment . and Deputy Chairman of the German-Turkish parliamentary group in the German Bundestag.

During his membership in the German Bundestag was repeatedly as a process and election observer in Turkey. He campaigned for the release of the journalist Deniz Yücel, Peter Steudner.

In the 2017 federal election , Mutlu ran again in the central constituency. However, he had to surrender again to his rival from the SPD, Eva Högl , and could no longer enter the Bundestag via the state list.
