Alexander Frederik de Savornin Lohman (born May 29, 1837 in Groningen , † June 11, 1924 in 's-Gravenhage ) was a Dutch judge , university professor , journalist and politician of the Anti-Revolutionaire Partij (ARP), the Vrij-Antirevolutionaire Partij ( VAR), the Christelijk-Historische Partij (CHP) and the Christelijk-Historische Unie (CHU), who, with interruptions, was a member of the First or Second Chamber of the States General for 40 years , at times interior minister, long-term parliamentary group chairman and minister of state .

Life

Family, studies and judges

Alexander Frederik de Savornin Lohman came from the well-known Savornin Lohman family. His grandfather Maurits Adriaan de Savornin Lohman was a member of the assembly of notables and mayor of Groningen for several years , as was his uncle Herman de Ranitz . His older brother Sebastiaan Mattheus Sigismund de Savornin Lohman was a member and most recently President of the Court of Auditors ( Algemene Rekenkamer ) for many years , while his older brother Maurits Adriaan de Savornin Lohman was a lawyer in the administrative service and between 1889 and 1891 Governor of Suriname . His son, Witius Hendrik de Savornin Lohman , became a member of the High Council of the Netherlands , the supreme court of ordinary jurisdiction, in 1901 and its president between 1914 and 1931.

After visiting the school of Groningen de Savornin Lohman began 1855 Studied Roman law and Dutch law at the University of Groningen , which he in March 1861 the Promotion Dr. jur. completed.

He began his professional career in January 1863 as a judge at the District Court in Appingedam and then from September 1866 to November 1872 as a judge at the District Court in 's-Hertogenbosch , before he was a judge at the Court of' s-Hertogenbosch between November 1872 and March 1884. At the same time, he was editor of the daily De Standaard founded by Abraham Kuyper between 1876 and 1877 .

MP, university professor and minister

On September 15, 1879, he also began his political career when he was first elected a member of the Second Chamber of the States General and represented the Goes constituency there until February 19, 1890 .

In 1881 he was made a Knight of the Order of the Dutch Lion .

In addition to his judicial and political work, he also took over a professorship for constitutional law at the Free University of Amsterdam in November 1883 , where he taught until February 1890.

On February 24, 1890, de Savornin Lohman was appointed by Prime Minister Æneas Mackay Jr. appointed Minister of the Interior in his cabinet and belonged to this until the end of Mackay's tenure on August 20, 1891.

In 1881, after leaving the Cabinet, he was appointed Commander of the Order of the Dutch Lion.

In September 1891 he returned to the Free University of Amsterdam as a professor of constitutional law and taught there until October 1896. He was also elected a member of the First Chamber of the States General on June 15, 1892 , where he represented the province of Gelderland until February 1, 1894 .

Subsequently, he was again from February 13 to March 20, 1894 and again from May 16, 1894 to February 8, 1921 member of the Second Chamber of the States General, where he again represented the constituency of Goes .

Editor-in-chief, parliamentary group and party chairman

In addition, he was editor-in-chief of the daily De Nederlander between May 1894 and October 1921 .

During his long membership in parliament he was first chairman of the parliamentary group ( Kamerclub ) of the Vrij-Antirevolutionaire Partij (VAR) between 1896 and February 1921 , then from April 1903 to July 1908 of the Christelijk-Historische Partij (CHP) and most recently from July 1908 of the Christelijk- Historical University (CHU). In this capacity he was also the political leader of the CHU between July 1908 and February 1921.

At the same time he was first chairman of the VAR between 1898 and 1903 and then a member of the main board of the CHP between 1903 and 1908. De Savorin Lohman was then chairman of the CHU between 1908 and 1913, before he was honorary chairman of the CHU from 1913 until his death.

On August 31, 1909, he was awarded the honorary title of Minister of State ( Minister van Staat ) for life for his longstanding political services .

His grave is in the Dutch cemetery Oud Eik en Duinen in The Hague .
