Julius Emil Alfred Appelius (born July 29, 1858 in Weida , Thuringia , † April 2, 1932 in Eisenach ) was a German lawyer , Grand Ducal Saxon Privy Councilor , Mayor of Eisenach and the last President of the Landtag in the Grand Duchy of Saxony (Saxony-Weimar -Eisenach) . He is regarded as the "father" of the general, equal and direct suffrage introduced in the Grand Duchy in 1909 .

Alfred Appelius was born in 1858 as the son of what would later become the Grand Ducal SWE Privy Council, regional court president and regional parliament president Dr. H. c. Julius Appelius and Louise Reinhard, a granddaughter of the philosopher Christian Schreiber , were born in Weida .

In 1886 he married Therese Sältzer, daughter of the Eisenach architect, master builder and brickworks owner Eduard Sältzer and Anna Carolina Maria Wittich, a daughter of the Grand Ducal Saxon-Weimar-Eisenach Chancellor Gustav Wittich . From this marriage there were six children.

education and profession

Appelius attended grammar schools in Gera and Eisenach, which he graduated from high school in 1874. After completing his military service in the Eisenach battalion, he studied law at the universities in Jena , Halle and at the Friedrich-Wilhelms-Universität Berlin and was active in the Corps Thuringia during his studies . After graduation and promotion to Doctor of Law and his Referendar- and Assessor time he was from 1886 as a district court judge in Eisenach and from 1894 as a lawyer at the district court and as general counsel of various industrial companies , later as a notary act. Around 1902 he owned one of the first registered automobiles in the Grand Ducal District of Eisenach, a Wartburg motor car from the Eisenach vehicle factory . Appelius was a member of the Wartburg Foundation and a member of the supervisory board of the Eisenach brickworks , which was originally built by his wife's grandfather, Johann Wilhelm Sältzer .

Political activity

Appelius joined the National Liberal Party in 1879 , became mayor of Eisenach in 1886 under Lord Mayor Georg von Eucken-Addenhausen and was a member of the city council until 1904. He resigned from this office after he had been elected to the state parliament as a representative of the city of Eisenach . In the state parliament of the Grand Duchy of Saxony, he founded the "Liberal Association" as a counterweight to the conservative party and the agrarians , which under his leadership contributed significantly to converting the existing indirect suffrage in 1909 into an electoral law based on the principle of universal, equal and direct suffrage.

In 1907 he was elected vice-president and in 1913 president of the state parliament. He held this office until the Grand Duchy was dissolved. Appelius became the godfather of Hereditary Grand Duke Karl-August von Sachsen-Weimar-Eisenach, born in 1912 . For a long time he was a member of the central executive committee of the National Liberal Party and was a cordial friendship with the chairman of this party, Ernst Bassermann , which after his death passed on to his successor, the later Chancellor and Foreign Minister Gustav Stresemann .

First World War

At the outbreak of the First World War , at the age of 56, he volunteered and took part in the defense of East Prussia as a company commander of the Eisenach Landsturm battalion , where he was shot in the shoulder. In 1915 he was first assigned to Berlin as a captain to inspect the motorized troops , participated in the defensive battle of Verdun in 1916 and was then deployed as deputy commander of the motorized troops in the 5th Army under General von Gallwitz . He was awarded the Iron Cross 1st Class, the Grand Ducal Saxon Order of Cases , the Princely Lippe Military Merit Cross with Swords and several war medals.
