Andrzej Rzepliński (2015)

Andrzej Rzepliński (born November 26, 1949 in Ciechanów ) is a Polish lawyer, professor of law, university lecturer and emeritus constitutional judge (from 2010 to 2016 President of the Constitutional Court).

Life

Andrzej Rzepliński grew up as a farmer's son near Ciechanów . In 1971 he finished his studies at the Faculty of Law and Administration of the University of Warsaw . In 1978 he obtained a doctorate in criminology . In 1990 Rzepliński completed his habilitation with the dissertation “The judiciary in the People's Republic of Poland between availability and independence”. In 2000 he received the title of professor. Rzepliński worked at the University of Warsaw, where he later became a full professor . At the chair for criminology and criminal policy he took a management position. As dean he also headed the Faculty of Applied Social Sciences and Rehabilitation of the University of Warsaw.

Until 1981 Rzepliński belonged to the PZPR ; its membership was terminated during martial law in Poland . Previously, he was involved in the basic organization of the party ( Podstawowa organizacja partyjna ) as second secretary at the Institute for Social Prevention and Resocialization ( Instytut Profilaktyki Społecznej i Resocjalizacji ). In the 1980s he was a member of Solidarność . There he also took part in a panel of legal experts. He is also the author of numerous scientific publications .

Rzepliński was a member of the Helsinki Committee and served as secretary on the board of the Helsinki Foundation for Human Rights. In the past he advised the United Nations , the Council of Europe and the OSCE . He specialized in criminology, criminal law and human rights . Rzepliński contributed his expertise on a law on the functioning of the IPN . He also acted as an advisor to the IPN President Leon Kieres and to the coordinator of the secret services Janusz Pałubicki . In 1998 he ran unsuccessfully for general inspector for data protection law .

In 1996 and 2001 he was a member of the program advisory board of the Center for Observing Freedom of the Press ( Centrum Monitoringu Wolności Prasy ). In 2005 he was proposed by the Civic Platform as the successor candidate of the outgoing Commissioner for Civil Rights Andrzej Zoll , but initially did not achieve a majority in the Sejm . After a new nomination in July, he got the approval of the lower parliamentary chamber, but was rejected by the senate, which is dominated by the SLD .

In 2006 Rzepliński ran for constitutional judge , but did not receive a majority from the 5th Sejm period . On December 18, 2007, he was elected to the Constitutional Court by the following legislative period . On December 3, 2010, he took over the presidency until he left on December 19, 2016.

• Honorary Citizen of Ciechanów (2014)
• Cross of Honor Pro Ecclesia et Pontifice (2015); Awarded by Pope Francis for his services to the Roman Catholic Church , the Polish legal system and the same views on the death penalty through the teaching of John Paul II.
• Kisiel Prize ( Nagroda Kisiela , 2015); named by Stefan Kisielewski and awarded by the news magazine Wprost for the "defense of the rule of law"
• Honorary doctorate from the University of Osnabrück (2016)
